"Federal National" It agrees to amend some laws and discusses raising the efficiency of workers in the government sector

Abu Dhabi, February 5/ WAM/ The Federal National Council approved during its seventh session of the second regular session of the eighteenth legislative term, which was held by His Excellency Saqr Ghobash, President of the Council, today in the Zayed Hall at the Council’s headquarters in Abu Dhabi, on a federal bill to amend some federal laws And on a number of recommendations that he adopted during the discussion of the issue of government policy regarding raising the efficiency of workers in the government sector, and asked two questions to government representatives.
His Excellency Dr. Tariq Humaid Al -Tayer, First Vice President of the Federal National Council, chaired an aspect of the session, which was attended by His Excellency Ahoud Bint Khalfan Al -Roumi, Minister of State for Governmental Development and Future, Chairman of the Federal Authority for Government Human Resources, and His Excellency Dr. Thani bin Ahmed Al -Zyoudi, Minister of State for Foreign Trade.

According to the draft law, amending some federal laws, in light of the issuance of the decree of the Federal Law No. (28) of 2023, the establishment of the Emirates Drug Corporation, which entrusted the Foundation to exercise specializations related to fertilizer affairs, agricultural deeds, veterinary preparations, and biological safety from genetically modified organisms, pesticides, proposed Amending the federal laws related to the issues referred to, so that the Emirates Drug Corporation is the federal authority concerned with these laws, namely: Federal Law No. (39) of 1992 regarding the production, import and circulation of fertilizers and agricultural dedication, and Federal Law No. (9) of 2017 regarding veterinary preparations , Federal Law (9) of 2020 in the matter of biological safety from genetically modified organisms and their products, and Federal Law No. (10) of 2020 regarding pesticides.
The draft law consists of (4) articles, which included: the solutions of the Emirates Foundation for the drug replacing the entities that were mentioned in these laws, which are the ministries of agriculture, fish wealth, climate change and the environment, amending some definitions, ruling on cancellation, and the ruling on spreading the law and working with it.
The recommendations adopted by the Council during the discussion of the issue of government policy regarding raising the efficiency of workers in the government sector called for the issuance of the training and development system for the federal government employees, according to what is stipulated in Article (46) of Decree Law No. (49) of 2022 on human resources, and includes standards The advanced international with a focus on digital learning and self -learning, in order to achieve the integration of the legislative system of human resources in the UAE government, and amending item (2) of Article (60) of the executive regulations of the Human Resources Law, provided that it includes obligating government agencies to adopt digital training programs in it Technological developments and artificial intelligence as part of basic training plans to enhance the support of technological innovation in the methods and means of training, and a legislative review of Cabinet Resolution No. (35) of 2020 regarding the adoption of the performance management system for federal government employees, a guide to developing organizational structures in regulatory authorities 2022, and regulations Executive of the Human Resources Law in the federal government to adopt new business models with the aim of increasing flexibility and stimulating innovation in light of the rapid technical and technological changes.
It also called on the recommendations that the Council decided to return to the Committee of Social Affairs, Labor, Population and Human Resources, to reformulate them in accordance with the discussions of the members, to review and modernize policies related to attracting and pursuing talents periodically, while enhancing their effectiveness through new mechanisms that are in line with international competitive standards, to ensure attracting and sustaining competencies and so It enhances the efficiency of workers in the government sector.
His Excellency Sumaya Abdullah Al -Suwaidi, member of the Federal National Council, asked a question to His Excellency Dr. Amna bint Abdullah Al -Dahhak Al Shamsi, Minister of Climate Change and Environment, stipulated the following: On the state level by 2025, however, the preliminary stage planned to be implemented in the last academic year 2023-2024, so I asked the following question, what is the Ministry’s efforts for the application stage in this academic year 2024-2025?
A written response from His Excellency the Minister of Climate Change and the Environment indicated that the Ministry is working to update the national food security strategy in coordination with partners and relationship owners, in a manner that ensures the modernization of relevant projects, and the update of roles and responsibilities, based on updates in a number of institutions and entities related to the application of this The strategy, in order to achieve national goals and deepen the impact of the application, will also focus on enhancing the nutritional value of crops in the food basket, and setting initiatives and projects to raise the rates of local production contribution in local food needs, taking into account the criteria and requirements of food safety.
His Excellency Sumaya Abdullah Al -Suwaidi commented: “This initiative announced by the ministry during the participation in the first world summit for the global school meals alliance in Paris with the participation of 70 countries, and aims to obtain a healthy meal in the school by 2030, through this initiative and the coalition that joined Its state, school feeding programs witnessed a significant expansion of the number of children benefiting from 388 million in 2020, to 418 million in 2022, and school feeding was linked to the sustainable development goals.
“This is a strategic commitment in line with global and regional practices in the field of proper nutrition, and the Ministry announced in the initiative of ambitious goals by supplying 70% of food resources from local sources, which will contribute to supporting the local economy, and employing the citizenship workforce, and this initiative is considered A national necessity and an important step to address many challenges, whether health, environmental, social or economic.
She pointed out that on the health side, this initiative will contribute greatly to reducing health risks, especially diseases spread today, such as obesity, diabetes and heart disease, and will encourage students to eat healthy and balanced meals, in light of their stay in school for a period of more than 7 hours per day, and from the environmental side It will contribute to enhancing food security and environmental sustainability, reducing food waste, and environmental awareness among students, and the state will enhance many indicators of food and health security, and for its social impact, solidarity, solidarity, justice and equality in healthy food will be achieved, and achieve social responsibility through families’ support Of those with limited income, and this initiative is a strategic step for a better and more sustainable future for future generations, and investing in food security for children a long -term development strategy.

His Excellency Maryam Majid Bin Thaniyeh, Second Deputy Chairman of the Federal National Council, asked a question to His Excellency Ahoud Bint Khalfan Al -Roumi, Minister of State for Governmental and Future Development, Chairman of the Federal Government Human Resources Authority, stipulating the following: On the observance of the mother who sponsors special groups such as children from the owners of determination or those under school, that there is a system of legislation and policies that give flexibility to that mother in remote work, or the patterns of work as partial perpetuation, but the reality has shown that despite the issuance of those Legislation and policies, but many mothers who seek children of anxiety are still facing a challenge in implementing the authorities for these policies and their response to the necessities imposed by the care of the people Who are mothers from partial work policies or remote work?
His Excellency Ohood Bint Khalfan Al -Roumi, Minister of State for Governmental and Future Development – Chairman of the Federal Government Human Resources Authority, responded: “The government has developed through the Federal Government Human Resources Authority, an integrated system of policies that regulate the work of human resources in the federal government, including policies that support the employee Which takes care of children with determination and children under school age, according to the distance work system, the proof of partial work, and the flexibility of other types of work, such as compressed work, or hybrid work, flexibility in the distance work on Friday, and the approval of accompanying a patient, both within the state Or outside the state. ”
She explained that the responsibility for implementing all human resources policies after their approval falls on the ministries and federal authorities according to the applicable powers and the assets contained therein, with the need for the job to be subject to remote work, so that the services and work of the entity are not affected according to the nature of its work, and the role of the authority lies in this stage. In providing support to the authorities, explain and explain the systems and policies in the issues they face when applied.

The family, and attention to the family must be at all levels, and not in a specific legislation or system, the UAE government has flexibility in amending legislation and in issuing laws, as it pays the issue of integrating the owners of determination into society with great attention, and therefore the legislation that supports the working mother must be strengthened To stay at home and work remotely, with the importance of interconnectedness and integration of legislation, especially those related to the family, this matter must also be reflected in work in the private sector, and we have a competitive council that supports the work of citizens in the private sector, and to encourage the mother to work in the private sector Supporting legislation must be established for this matter.
