The Ministry explained that granting the additional grace period comes in accordance with specific requirements, which include the existence of an actual development path for the land, such as the presence of a valid building permit, a plan approval, infrastructure implementation contracts, or off-plan sales contracts, in addition to the presence of a licensed real estate contribution or specific and approved development paths. And off-plan sales licenses, and infrastructure implementation contracts, stressing the need for all documents to be regular and valid at the time of submission.

With regard to application requirements, the Ministry indicated the necessity of submitting the application through the official electronic portal, attaching supporting documents, in addition to submitting a timetable approved by an engineering office explaining the stages of project implementation, provided that the duration of the timetable does not exceed six months as a minimum to prove the seriousness of implementation.

The Ministry clarified the application mechanism, as it begins by logging into the beneficiary’s account via The electronic portal, then go to the billing management service, then choose the request to “provide an additional period,” and complete the required procedures.

Follow up on compliance

With regard to determining the duration of the deadline, the Ministry stated that the competent committee estimates the duration based on several factors, including the area of land, the nature of the project, the number of floors, building surfaces, and the approved timetable for implementation.

It added that applications whose development period exceeds three years are referred to the Etmam Center and the competent authorities to study the feasibility of the project and confirm of its feasibility of implementation, while projects that exceed four years are required to submit an additional report from an accredited engineering office clarifying the stages of completion.

The Ministry confirmed that monitoring compliance during the additional grace period is carried out through periodic reports submitted by the supervising engineering office every six months, showing the actual completion rates, noting that in the event of failure to implement the project within the specified deadline, the additional grace period will be canceled unless justifications are provided within 60 days.

Preventing the sale of land before completion. Developing it

The Ministry stressed a number of important warnings, most notably that granting an additional grace period does not stop the issuance of annual fees, and that failure to complete the project during the period will result in collecting the fees due for the entire period. It is also prohibited to sell the land before its development is completed during the grace period, and issued invoices are considered due for payment and may not be cancelled.

The Ministry stressed that this step comes within the framework of its ongoing efforts to regulate the land market and stimulate the development of unexploited lands within the urban area.
