المملكة: The mandate of 16 directors to close the education offices and departments in the governorates

The Minister of Education has dedicated a number of powers to the assistant minister, Eng. Mohammed bin Nasser Al -Ghamdi, in addition to education directors in the various regions and governorates of the Kingdom, within the framework of implementing the transformation phase in the general education system, facilitating procedures, speeding up the decision -making process, and determining responsibilities, in order to achieve the highest levels of administrative and organizational efficiency in the education sector, and keep pace with continuous development requirements in accordance with the Kingdom’s vision 2030.
The decision included the mandate of the assistant minister, Eng. Muhammad bin Nasser Al -Ghamdi, to agree to extend the service of the employees of educational jobs after reaching the regular age to refer to retirement during the school year, if the work interest requires that, provided that the extension does not exceed the beginning of the summer vacation, with the possibility of raising the high position with an additional extension request in the event of an urgent need for the continuation of the teacher or administrative concerned in performing his duties.

Cancellation of the authority to the directors of the general education

The decision also stipulated the cancellation of the mandate of this authority to the directors of the general education, which was included in paragraph No. 6 of the previous Resolution No. 4501225300 issued on 12/4/1445 AH, which means that this authority will be limited to the hand of the assistant minister throughout his job period.
The decision included the authorization of education directors in a number of regions and governorates with fundamental powers related to the implementation of the approved transformation framework, as they gave them the authority to adopt the closure of education departments in the governorates and their education offices according to what is determined by the approved transformation framework, with the need to adhere to the regulations, regulations and procedures regulating this, and to ensure the implementation of closure operations according to a mechanism that achieves the maximum benefit from the available resources, and ensures that the progress of the process is not affected Educational in schools affiliated with these departments and offices.
The decision delegates education directors to adopt the end of the assignment of education directors in their governorates, in addition to the directors of education offices, in accordance with the approved transformation framework, and in line with the regulations and regulations regulating this, provided that these decisions are completed according to controls that guarantee the smooth administrative transition, preserving the rights of workers, and achieving the goals set in the transformation plan.
The mandate included granting the concerned education directors the authority to adopt the transfer of education directors in their governorates when needed for their services and experiences, based on a request submitted by them, to use them as consultants directly linked to the director of education in the region, without any additional financial obligations, which allows to benefit from the expertise of administrative and educational competencies, and direct them towards consulting roles that support the education development process, and improve performance in Various educational departments.

Implementing directions and modifications

The decision also included granting education directors the authority to adopt and implement the amendments and organizational directives issued by the supervisory team to the project of transformation in the governance of education departments and offices, including the amendments to the organizational structure of public education departments, which enhances the efficiency of the educational administration, and achieves the alignment between roles and job tasks in various departments, according to what the transformation stage requires.
The decision affirmed that these powers are subject to the requirements of the regulations, orders, regulations and instructions regulating this, in addition to any amendments that may occur in the future, in order to ensure the commitment of all authorities delegated to the approved laws and procedures, and to ensure that all the decisions taken within the framework of these powers are in line with the strategic plans of the Ministry, and are in the interest of the educational process.
The decision stressed that the delegation of powers does not exempt the authorized officials from regular accountability in the event that the relevant regulations, regulations, and instructions are not adhered to, as he explained that the specialized sectors in the ministry bear the responsibility to follow up on the implementation of these powers, monitor any violations or notes, and submit periodic reports on what is being implemented, and the challenges or difficulties that need organizational or administrative treatments.

Direct powers of the minister

The decision indicated that the delegation of these powers does not prevent the Minister of Education from practicing any of these powers directly when needed, modified, canceled, or delegated to other officials in the ministry, according to what the work interest requires, and what requires achieving the goals of the transformation plan in the education sector.
The decision indicated that it works from the date of its issuance, and it remains valid until another decision to cancel it or its actions, as it cancels any previous decisions that contradict its content, in order to ensure the unit of procedures, and the application of new policies according to a clear and specific vision, in a way that contributes to achieving the goals of the ministry, and enhancing the efficiency of administrative and educational performance.
At the end of the decision, the Minister of Education directed to inform the concerned authorities to implement it, while sending it to the Ministry of Human Resources to take the necessary measures, and to ensure that what was stated in it is applied in an optimal way, in a manner that ensures the maximum benefit of the powers granted, and contributes to achieving a qualitative shift in managing the education sector.
This decision comes within the framework of the efforts of the Ministry of Education to develop the governance of departments and offices of education, enhance the efficiency of educational administration, raise the level of performance in educational institutions, in line with the targets of the Kingdom’s 2030 vision, which seeks to improve the quality of the education sector, raise the efficiency of administrative and educational work, and enable educational leaders to take decisions that support the development of education, and improve its outputs, in a way that achieves sustainable development, and promotes the quality of education in the Kingdom.
