“Finance” announces the issuance of a ministerial decision that regulates the criteria for accepting the accreditation of electronic billing service providers

Today, the Ministry of Finance announced the issuance of a ministerial decision regarding the criteria for accepting and procedures for applying service providers in accordance with the electronic billing system, in a qualitative achievement within the electronic billing system, and in a way that supports the UAE’s orientation towards a comprehensive digital transformation and enhances the efficiency of the financial system.
The new ministerial decision defines a clear organizational framework for eligibility standards, evaluation mechanisms, and accreditation procedures, as well as the cancellation of accreditation, within the electronic billing system, which paves the way for the establishment of a unified and safe infrastructure for the billing and digital transactions.
The decision also included the conditions for registering the company and fulfilling the requirements of the service provider, the requirements of the tax registration obligations, as well as the requirements of the safety of the product of the “People” service provider, the condition of self -acknowledgment, the form and procedures for submitting the accreditation application and the permission of the employment.
The decision stipulates that the provision of electronic billing services in the UAE with approved service providers only, ensuring the transmission of all electronic bills and credit bonds within the digital formal formulas that are subject to automatic processing, while ensuring the accuracy of reporting the tax data of the Federal Tax Authority.
Electronic billing service accreditation portal
Within the framework of this initiative, the Ministry also launched the accreditation portal of electronic billing service providers, which is a central digital platform that facilitates the management of all stages of the accreditation process smoothly and transparently, which enhances the efficiency of implementation and compliance with the approved standards.
The ministry explained that the mechanism for the accreditation of service providers has been designed in an integrated manner that contributes to protecting the interests of the state and the business community, as the approved service providers are required to adhere to a set of technical, operational and security requirements, including the compliance of the Beboul framework for inter -employment and approved security standards, and ensuring the accuracy of the exchange of electronic bills and tax data with the Federal Tax Authority.
The Ministry stressed that this initiative reflects its commitment to adopting advanced digital solutions to enhance the efficiency of the governance system, upgrade the quality of financial services, and to enhance the competitiveness of the national economy, as it represents a strategic step towards building a smart and interconnected financial system that supports the targets of sustainable development and the state’s move strongly towards the future.
According to the decision, the validity of accreditation is granted for a period of two years, provided that the service providers submit a request for renewal before the end of the period, and the Ministry will conduct periodic reviews to monitor the extent of service providers and the continuation of the fulfillment of the requirements, and in the event of non -compliance or failure to fulfill the conditions of renewal, this may lead to canceling the accreditation and depriving the service provider of a re -application for a period of up to two years.
