Comprehensive health insurance pays 15,585 million pounds for service providers until December 2024

Under the title & Laquo; Healthcare and ways to face the challenges of implementing the comprehensive health insurance system & raquo;, the General Authority for Comprehensive Health Insurance participated in a scientific session organized by the National Institute for Planning, in the presence of a group of experts and officials, and with the participation of Dr. Alaa Zahran, head of the former National Planning Institute.

May Farid, Executive Director of the General Health Insurance Authority, presented a summary of the achievements of the system last year, in light of the evaluation of the application steps and ways to accelerate implementation and also proposals to improve performance.

The Executive Director of the General Health Insurance Authority explained that the new system for comprehensive health insurance began its application since 2018 in five governorates, namely: Port Said, Ismailia, Luxor, South Sinai, and Suez, in addition to the experimental operation in Aswan Governorate, where the number of citizens registered in the system until the end of 2024 reached about 3.8 million citizens, with a registration rate exceeding 81%, in addition to registering more than a million citizens Experimental in Aswan Governorate, and the total revenue collected reached 173 billion pounds with a cumulative surplus of 139.7 billion pounds from the start of the system’s activity until December 2024, and the General Authority for Comprehensive Health Insurance has paid about 15.585 million pounds for health service services until Decor 2024.

May Farid stressed that the digital transformation plays a pivotal role in enhancing the efficiency of the system, as electronic gates were launched for the beneficiaries and service providers, which contributed to reducing dependence on paper operations, and receiving more than 9.5 million claims electronically. The health network of the authority has also covered 91% of health care centers, and included 448 medical facilities, of which 27.5% belonging to the private sector.

The Executive Director of the General Health Insurance Authority noted that despite the achievements made by the new system so far, there are still some challenges facing the application, perhaps the most prominent of which is the slow development of technological structure, the difficulty of accessing the informal sector, and the extra dependence on secondary and third care instead of promoting primary care. Likewise, the procedures for accrediting private facilities are complex and expensive, which constitutes an obstacle to a broader integration of the private sector within the system.

The Authority’s Executive Director provided several recommendations to accelerate the pace of implementation, including enhancing institutional integration, expanding international partnerships with parties such as the World Bank and JICA, intensifying awareness campaigns, improving financing and collection mechanisms to ensure the financial sustainability of the system.
May Farid indicated that the authority seeks to enhance partnerships with the private sector and international organizations to exchange experiences and expand the network of service providers, with a focus on implementing international quality standards and ensuring patient safety, and through continuous awareness campaigns, the authority works to enhance health awareness and encourage citizens to join the system, which contributes to achieving Egypt’s 2030 vision to provide comprehensive and sustainable health care for all citizens. At the conclusion of the scientific seminar, Professor Mai Farid affirmed the authority’s commitment to expanding the scope of health coverage during the next stage to include new governorates, with special attention to the most needy groups, the continued development of the digital structure and the promotion of financial governance.

She also stressed the importance of periodic actuarial examination every 4 years to ensure financial balance and continue to provide health services in international quality.

It is reported that the comprehensive health insurance system is one of Egypt’s strategy pillars towards achieving social justice, and in its upcoming stages it aims to reach complete health coverage for all citizens by 2032.
