The Ministry of Municipalities and Housing has determined the planning and design standards for parking lots, the engineering, health, security and safety requirements, and the requirements for operation and maintenance.
The Ministry divided parking lots into 4 types: parking lots on both sides of the road and off the road, for people with disabilities, and smart parking lots.

Planning requirements

The Ministry stipulated in the planning requirements, a balance between supply and demand, taking into account urban development and population increase, reducing intersections, providing a minimum amount of parking for people with disabilities, blocking surface parking so that it cannot be seen from the road, and taking advantage of modern technologies in managing and organizing parking such as Mobile applications.
It is required that the entrances and exits of the parking lots should be far from the main intersections in accordance with the design standards described in the Guide to Planning and Design Standards for Car Parking, with the possibility of using the ground floor in multi-storey residential or commercial administrative buildings, with a commitment to landscaping the parking facade.
The guide approved the design standards for parking, so that the minimum dimensions of parallel parking should not be less than 2.5 meters in width and 1.5 meters in length, and provide a distance for transit movement from parking for people of determination to the adjacent slope, provided that it is between 1.5 meters and 2.1 meters. meters, and the distance can be combined if two parking spaces for people with disabilities are adjacent.

Parking requirements

In parking lots on both sides of the road, the distance between intersections and the first stop, and between the last stop and the pedestrian crossing line at the intersections, must not be less than 1 meter.
Regarding parking lots under buildings, the net height of the entry or exit openings must not be less than 2.5 metres, and all surface parking requirements related to entrances and exits must apply to them, and locations must be chosen as far away as possible from intersections and highways for parking entrances and exits to ensure traffic safety.
She emphasized leaving a distance of no less than 1.8 meters from the edges of the parking entrance, taking into account the clarity of vision when exiting the parking lots, and providing a horizontal distance at the end of the exit sufficient for the length of a car, so that the driver can see the movement of cars on the road.

Installing car barriers

The Ministry obligated the installation of rubber bumpers on the corners of columns and walls, to prevent the impact of cars colliding or rubbing against them, and the installation of car barriers around the boundaries of floors.
The Ministry explained that the efficiency of ventilation and safety systems must be ensured to operate continuously 24 hours at a temperature not less than the “MAX DB” temperature, while adhering to the application of the minimum number of external openings to allow natural ventilation.
This is in addition to adding a mechanical system to draw in air and expel it outside the building in all open parking lots, and install exhaust exits from parking lots in places where there is a high occupancy density, and they must rise by three vertical meters above the highest level of any opening in a building adjacent to it within a circle. Its radius is 15 metres.

Installing lightning protection devices

It required that the main electricity distribution panels and control panels be locked, and only opened using special tools or keys, or that they be inside locked rooms, provided that electrical panels were located in designated places protected from damage.
She emphasized the installation of lightning protection devices, taking into account public safety, illuminating escape paths, and providing fire detection and early warning devices and a fire protection system.
In security and safety standards, the Ministry stipulated that entrances and exits be provided with written and illuminated signs, and that each entrance be provided with a plate specifying the permissible height for entry. This plate should be placed so that it is allowed to move when it touches the roof of a vehicle that exceeds the height, and that movable barriers be placed at the entrances and exits when needed.

Security and safety requirements

She stressed ensuring the slopes of the ground or sidewalks leading to parking entrances or exits to ensure that the level of the sidewalk does not rise or fall in front of the entrance or exit in a way that hinders the movement of pedestrians or people with disabilities, and to plan the sidewalk leading to the entrances or exits in a clear color for the Secretary of Pedestrian Crossing Safety.
Security and safety requirements include the use of non-slip preventers (bumps) on the floor of the entrance and exit ramps to prevent cars from sliding when ascending and to limit their speed when descending. These bumps are made of concrete within the ramp or are made of metal strips fixed to the ramp, providing anti-slip paths for pedestrians.
She stressed that bumpers must be used on the parking floor to ensure that cars do not exceed the space allocated for them, so that they do not encroach on the sidewalks, pedestrian paths, or corresponding parking lots. These bumpers are installed on the parking floor in front of the front wheels of the cars. These bumpers are made of concrete or other materials.

Parking cameras

The guide stipulates that bumpers should be painted yellow because they may constitute a source of tripping for pedestrians, in addition to providing parking lots with surveillance cameras, providing recording for at least a month, and providing government agencies with their content when officially requested.
It is obligatory to provide an emergency ladder at the ends of the parking buildings for all parking floors, and they must be separated by fire-resistant doors that open from the inside to the outside.
The guide stipulates that guide signs must be provided for vehicle traffic routes inside parking lots, and posted in visible places so as not to impede the movement of cars or people, with the use of simple and clear Arabic calligraphy.
According to the guide, at least one tree should be planted for every 4 stands, or at least one tree for every 6 metres, while choosing types of trees with a strong structure and wide shade.
