11 activists were arrested in Germany for occupying part of a forest.. What is the story?

German police evacuated part of a forest in the city of Freiburg in the state of Baden-Württemberg, as they will designate this part as a construction area in the future.
Activists occupied the site to prevent the cutting of trees, and according to police, 11 people were temporarily arrested.

Violations of the law prohibiting wearing masks

A police spokesman described the operation as not involving any problems, while the police explained that the arrested men and women face charges including violations of the law prohibiting wearing masks, the law on gatherings, and a general administrative decision issued by the city authorities.
It is not yet clear how long the operation will continue in the evening, and the police indicated that the tree cutting work has largely been completed, and a city spokeswoman confirmed that no more tree cutting work will be carried out tomorrow, Sunday, while these works will resume the day after tomorrow, Monday.
It is not yet clear whether the police will accompany these actions again, and since this morning, many police officers have participated in this operation.

Leave the forest voluntarily

The police were unable to determine the number of activists remaining in this part of the forest, while a police spokesman said: “Our colleagues in the anti-conflict team are working tirelessly to communicate with individuals and persuade them to leave the forest voluntarily,” noting that a large portion of the activists left the place voluntarily.
The city authorities closed part of the forest by general administrative decision as of Saturday. The first trees were cut down to pave the way for the construction of a new neighborhood called “Dettenbach.”
The works include extending supply lines and constructing a railway line. The logging issue witnessed a long legal dispute between environmental activists and local authorities.
