Chairman of the Department of Energy: Launching 5 new policies that support the sustainable transformation of energy and water in Abu Dhabi

ABU DHABI, 15 JANUARY / WAM / His Excellency Dr. Abdullah Humaid Al Jarwan, Chairman of the Department of Energy in Abu Dhabi, confirmed that the current year 2025 will witness the launch of a package of important projects in the water and electricity sector aimed at enhancing the sustainability of security of supply and sustainable transformation in the energy and water sector.
His Excellency said, in statements to the Emirates News Agency, WAM, on the sidelines of the activities of Abu Dhabi Sustainability Week 2025, that the new projects that will come into effect during the current year are the Fujairah F3 station, which will be the largest independent thermal power station in the country to generate up to 2.4 gigawatts of energy. Electricity, which is expected to be launched in May of this year and aims to diversify energy sources and support security of supply.
His Excellency added that the second project to be implemented is the Port 2 desalination plant using reverse osmosis (RO) technology with a production capacity of 546 million liters per day. It is expected to be launched in November of this year and aims to achieve sustainable energy transformation.
His Excellency pointed to a number of future projects that would contribute to enhancing energy and water security, namely the Al-Ajban solar photovoltaic power station, which will produce 1.5 gigawatts of renewable energy by 2026, reinforcing the goals of carbon neutrality by reducing carbon emissions by up to more than 2.4 million tons annually. It is also considered one of the most competitive stations in the world in terms of producing electricity from renewable energy.
He said that future projects include the Shuweihat 4 desalination plant using reverse osmosis technology, with a production capacity of about 318 million liters per day, which is expected to be inaugurated in May 2026, in addition to the largest facility for converting waste into energy in the Middle East, with a production capacity of 80 megawatts, and which is expected to be inaugurated in June 2027. To neutralize 1 million tons annually of carbon emissions.
Regarding the Department of Energy’s plans to launch new policies, His Excellency Dr. Abdullah Humaid Al Jarwan said that the Department of Energy has an ambitious agenda for 2025 and the future in the areas of “supporting the sustainable energy transformation in Abu Dhabi, enhancing the efficiency of the sector and sustaining resources, in addition to addressing the challenges of climate change and ensuring sustainable growth of the energy and water sector.” .
His Excellency explained that the department is working on implementing five new policies, which are “the self-energy generation policy to enable establishments and industries to generate energy on their own while ensuring compatibility with sustainability goals, in addition to the policy of using high-efficiency devices provided in government agencies, which encourages the use of high-efficiency devices.” in energy consumption to save electricity and water consumption, and a climate change adaptation policy for the energy sector to ensure that our energy systems are able to adapt to the challenges posed by climate change, in addition to the Water Strategy 2050: a long-term roadmap to enhance the security, management and security of water resources In Abu Dhabi, in addition to the regulatory framework for carbon capture, which is a crucial step in light of the commitment to achieve climate neutrality by 2050.
Regarding the annual growth rate of electricity and water consumption, His Excellency Dr. Abdullah Humaid Al Jarwan said: Between the years 2020 and 2023, electricity consumption in Abu Dhabi increased at an annual growth rate of 6%, that is, double the global average annual growth. In contrast, the goals of the Abu Dhabi Energy Efficiency Strategy 2030 achieved equivalent annual savings. About 1.4 billion dirhams for water and electricity consumption, which reflects the success of its programs in improving energy efficiency and water consumption rationalization initiatives.
Regarding the actual volume of electricity and water production in Abu Dhabi, His Excellency Dr. Abdullah Al Jarwan expected that electricity production in Abu Dhabi would reach about 107 terawatt-hours and water production to about one billion liters, noting that the results of indicators of the duration and frequency of power outages made Abu Dhabi occupy a prominent position among networks. The world is among the top 10 European countries according to the Council of European Energy Regulators (CEER), as these numbers demonstrate the strength and reliability of Abu Dhabi’s energy and water infrastructure.
Regarding the number of electricity and water accounts in Abu Dhabi, Al Jarwan said that at the end of 2023, the number of electricity accounts in Abu Dhabi reached 598,537, while the number of water accounts reached 468,567, with a total of more than one million accounts, an increase of 6% for electricity accounts and 10% for water from the year 2020, as These numbers reflect the growth of the emirate’s energy and water networks, which are considered essential to meet the needs of the growing population and support economic development.
Regarding Abu Dhabi’s hosting of Abu Dhabi Sustainability Week, His Excellency Dr. Abdullah Humaid Al Jarwan said that this important global event contributes to enhancing research and development by highlighting new projects and research in addition to stimulating cooperation and forming new partnerships, as the event is an opportunity to unify efforts between governments, companies, research centers and organizations.
