The Ministry of Human Resources has approved a guide for job updates for the employment and maintenance sector in public authorities with the aim of unifying the mechanisms of implementing the requirements of Emiratisation and its efficiency in all contracts, raising the levels of Emiratisation and determining the minimum salaries, following up the performance and job development of the sector employees while transferring knowledge and achieving functional sustainability.
The guide specified the rates of localization and maintenance contracts in the higher management, the first version is 50% and the second 100%, and in the engineering and specialized 30% for the first version and 40% for the second, and in the supervisory the resettlement rate reached 40% for the first version and 100% for the second.

The minimum wage

According to the evidence, the minimum wage, according to the job level, reached 5,700 riyals for the first version at the technical level and 6000 riyals for the second version, while the operational and craftsmanship reached the minimum of the first version 4000 riyals and the second edition is 5000 riyals.

The guide specified the minimum positions of senior management to be “8400 + 600 riyals * number of years of experience”, and the minimum engineering level is 8400 riyals, supervisory 7000 riyals, technician 6000 riyals, operational and craftsmanship 5000 riyals, and low skills is 4000 riyals.
The employment guide prohibits the job without announcing the job in the official channels specified in the contract and without obtaining the approval of the public authority, and not enabling Saudi workers to perform their work according to what the work requires.
It also prevented the employment of Saudi workers with less than the minimum wage, and the lack of commitment to employ the Saudis in the jobs specified in the contract and without obtaining the approval of the entity, or lack of commitment to the training and development plan.

6 standard levels

The guide divided the job levels in the employment sector into 6 standard levels, according to the minimum qualifications and expertise required, and include: senior management, engineering and specialized functions, supervisory, artistic, craftsmanship, and low skills employment.

The guide also classified job categories in operating and maintenance contracts, into mechanics and electricity, civilians, equipment, safety, information technology, public services, administrative jobs and support.
The guide excluded the localization of the level of senior management in cases in which the public party sees the difficulty of its localization, provided that the written approval is obtained from the head of the entity, with the need to make sure that this exception does not contradict any other systems or directives issued in this regard.
He explained that choosing the appropriate opportunities for Emiratisation and determining them in the competition schedule is 30% of the total jobs at the technical, operating and craftsmanship levels for the categories “Electricity – Mechanics – Equipment – Civil”.
The target ratios of resettlement represent the minimum, and in the event of resettlement decisions issued by the Ministry of Human Resources to certain professions, at different settlement rates, the highest percentage is calculated.

A specific functional description for each job

The evidence is obligated by the public authority to ensure that there is a specific functional description for each job in a manner consistent with the structure of the project and its determination within the competition booklet based on its requirements to determine the job title in accordance with the unified Saudi classification of the professions, determining the level and the functional category, the main competencies and the requirements of education and expertise, and the professional certificates required for the profession, The purpose of the job, the dates of work, the main responsibilities and the job tasks.
The public authority was required to determine the minimum wages of Saudi workers in the competition brochure, and to ensure that the contractor adheres to their application according to the job level of the occupations of the Saudis shown in contracts, taking into account that the total wage set in the table is inclusive of all allowances and before the worker’s share of the General Organization for Social Insurance Institutions is resolved , And the contractor must register the full wage in the social insurance system.
