Launching the first version of the International Forum for Government Legislation within the work of the government summit

Dubai, February 13 / WAM / The World Summit on Governments witnessed the launch of the first edition of the “Global Forum for Governmental Legislation”, in the presence of a number of ministers, government officials, academics and specialists in the legislation sector with the aim of providing an integrated platform to discuss the best models and frameworks related to the enactment of legislation and evaluating their impact and results On various sectors of work.

His Excellency Maryam Bint Ahmed Al Hammadi, Minister of State and Secretary -General of the Council of Ministers, opened a word in which she spoke about the importance of legislation for governments and the importance of continuous development of the legislative system and the great achievements that the UAE has achieved in updating its legislative system during the past four years, to become one of the world leading countries in preparing And updating government legislation and public policies.
His Excellency Sayed Refaat Ahmed, President of the Supreme Court of the People’s Republic of Bangladesh, spoke in the keynote speech on the future of legislation in governments and the impact of artificial intelligence on the efforts of countries and their programs to support technological variables and renewable needs of the various groups concerned, and His Excellency touched on the experience of the Republic of Bangladesh in adopting models and systems of legislation and role Governments support development projects and the business sector.

The activities of the government legislation forum extended over a full day, as it included four major dialogue sessions, and the first session of the forum was entitled “Is it possible to build flexible and sustainable legal systems?”, In which each of His Excellency Abdullah bin Awad Al -Nuaimi, Minister of Justice in the UAE, and Excellency participated Dr. Omid Othman, Head of the Cabinet Bureau of the Kurdistan Regional Government, where their Excellency touched on innovative legal regulations such as the mixed legal regulations between public and civil law, and the countries applied to civil law with some effects and tools from public law, and mechanisms for employing force aspects in mixed legal regulations to address The challenges of modern governance, and highlight the transformations that occur in such national models and priorities that determine the directions of governments in adopting the best models and legislative regulations.
As for the second session of the forum, it was entitled “Legislative Laboratory: A pillar for innovation and design of the future of legislation”, which dealt with the importance of experimental funds in empowering governments and accelerating the modernization and legislative development programs to keep pace with variables, especially in the field of modern technologies, artificial intelligence, financial technology, and the role of legislation laboratories A dynamic to enhance innovation with risk management in rapidly evolving sectors such as financial technology, health technology, artificial intelligence, sustainability, etc., and participated in this session by Rajish Nambien, President of Nasscom, Dr. Najwa Al -Araj, CEO of the Institute of Technology Innovation, and Yasmine Al Sharaf, , Director of the Financial Technology and Innovation Unit at the Central Bank of Bahrain, and His Excellency Deepak in Jobin, Minister of Information and Communications and Innovation Technology in the Republic of Mauritius.
The title of the third session of the forum was “Artificial Intelligence: Between Troy and Raafa”, in which His Excellency Professor Blade Emmanuel Nizamandi, Minister of Science, Technology and Innovation in the Republic of South Africa, and His Excellency Maqsoud Cruz, President of the National Authority for Human Rights in the UAE, participated in the UAE, and the two speakers dealt with The session analyzes artificial intelligence legislation and its effects, the main principles and values ​​related to the use of artificial intelligence in the vital sectors, moral failures and the importance of legislation in preventing them. The two speakers also reviewed international experiences and methodologies used to regulate the uses of artificial intelligence and implementation strategies and their impact on economic sectors, in addition to discussing the lessons learned and negative strategies For application in this field.
As for the last sessions of the forum, which was “evaluating the legislative impact: the basic methodology for enhancing legislative efficiency”, it highlighted the models and frameworks of measuring the impact of legislation on various targeted sectors, where Scott Jacobs, General Manager, reviewed a first expert in legislative organization in ” Jacobs, Cordova & Associas, and Mr. Daniel Trinka, Deputy Director of the OECD Economic Cooperation and Development Organization, their experiences and models used in the field of development and evaluation of legislation, and the goals that governments will achieve as a result of applying the best models of measuring the impact of legislation (RIA ) And the contribution of such models in improving the efficiency of the system of legislation and ensuring their adoption of the best successful experiences and practices in this regard.
