Andrei Kovalinko, spokesman for the Ukrainian Government Center to combat information, said that the Ryzan refinery is one of the largest oil refining facilities in Russia.
He pointed out that this facility is “necessary” to produce fuel for the Russian army involved in the Ukraine war.
