المملكة: urgent: "Shura" Demands studying the possibility of launching educational programs leading to employment

Contract The Shura Council today, Monday, held its fifth regular session of the work of the second year of the ninth session, headed by the Speaker of the Council, Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Al-Sheikh.
At the beginning of the session, the Council reviewed the agenda of its fifth regular session, and the items contained therein, and took the necessary decisions regarding them.
The Council issued a decision during the session regarding what It was included in the annual report of the Cultural Development Fund for the fiscal year 1445/1446 AH, in which the Fund called for the development of indicators; To measure the performance of establishments benefiting from financing, calling for studying the establishment of a strategic financing program. To develop Cultural infrastructure in areas of need within an investment system that contributes to diversifying funding sources, and achieving sustainability and balance of impact.
In its decision, the Council also called on the Fund to adopt a specialized initiative; To support and develop cultural projects that employ artificial intelligence and modern technologies.
The Council made its decision after listening to the point of view of The Culture, Sports and Tourism Committee, which was read by Council Member and Chairman of the Committee Dr. Hassan Al-Hazmi, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Cultural Development Fund.
Real Estate Development Fund
And among the topics on the agenda of this session, the Council issued a decision regarding the annual report of the Real Estate Development Fund for the year Fiscal 1445/1446 AH, after listening to a report submitted by the Hajj, Housing and Services Committee, followed by Council Member and Chairman of the Committee, Dr. Attiya Al-Atwi, regarding what was included in the annual report of the Real Estate Development Fund.
The Shura Council called on the Real Estate Development Fund to develop performance indicators; In line with the Fund’s objectives and activities, calling for a review of the financing programs that are less popular with the target groups, calling for coordination with the relevant authorities; To expand the scope of developmental housing programmes.
The Council also discussed during the session the annual report of the Human Resources Development Fund for the fiscal year 1445/1446 AH, after listening to a report submitted by the Human Resources and Social Development Committee, followed by Council member and Chairman of the Committee Abdullah Al Tawi, regarding what was included in the annual report of the Human Resources Development Fund.
Changes in the labor market
After putting the committee’s report up for discussion, the members of the council expressed a number of observations and opinions regarding what was included in the annual report of the Human Resources Development Fund, where Shura Council member Dr. Fahd Al-Takhaifi called on the Human Resources Development Fund to develop current programs to support the employment of Saudis to be consistent with the changes in the labor market and its challenges and the multiplicity of operational requirements on small enterprises.
While Shura Council member Dr. Turki Al-Enezi called on the Human Resources Development Fund, in coordination with universities and relevant authorities, to study the possibility of launching educational programs that end with employment, to ensure the qualification of Saudi youth and the sustainability of job opportunities.
In his intervention on the report, Shura Council member Dr. Othman Hakami called on the Human Resources Development Fund to launch an initiative. To qualify graduates to work in international companies with regional headquarters in the Kingdom, through specific training programs and linking them to the needs of these companies, in a way that enhances the competitiveness of national competencies in the labor market.
Human Resources Development Fund
While Shura Council member Dr. Muhammad Al-Aqeel proposed to the Human Resources Development Fund to develop a training plan that the Fund will directly supervise throughout the training period, to ensure that the trainee is fully qualified. In fact, it is compatible with the requirements of the labor market.
In his response to the report, a member of the Shura Council, Engineer Mahdi Al-Dosari, called on the Fund to follow up on the empowerment and development of Saudi employees in the private sector targeted by the Fund’s programs, and to set indicators of this empowerment at all its various job levels.
At the end of the discussion, the committee asked to be given more time to study what Members put forward their opinions and proposals and return their point of view to the Council at a later session.
Small and Medium Enterprises Bank
During this session, the Council also discussed the annual report of the Small and Medium Enterprises Bank for the fiscal year 1445/1446 AH, after listening to a report submitted by the Trade and Investment Committee, followed by Council member and Chairman of the Committee Hanan Al-Sammari, regarding what was included in the annual report of the Small and Medium Enterprises Bank.
After putting the committee’s report up for discussion, the members of the Council expressed a number of observations and opinions regarding what was included in the annual report of the Small and Medium Enterprises Bank, as Shura Council member Dr. Abdullah Al-Najjar called on the Small and Medium Enterprises Bank to develop advanced credit analysis models using artificial intelligence. And behavioral data, to enhance the efficiency of lending, reduce the risk of default, and support financing of small and medium enterprises, in coordination with the relevant authorities.
For his part, member of the Shura Council, Dr. Rashid Al-Sharif, called on the bank to increase support for enterprises in the regions, and work to develop them by providing appropriate solutions, services, and financing products for them, to achieve balanced development. And comprehensive.
At the end of the discussion, the committee requested to be given more time to study the opinions and proposals put forward by the members and to return its point of view to the Council in a later session.
The tourism renaissance in the Kingdom
Among the topics on the agenda of this session, the Council discussed the annual report of the Tourism Development Fund for the fiscal year. 1445/1446 AH, after listening to a report submitted by the Culture, Sports and Tourism Committee, followed by Council member and Chairman of the Committee, Dr. Hassan Al-Hazmi, regarding what was included in the Tourism Development Fund. Reviewing its portfolio of development projects, and developing a plan to strengthen its financial position and improve its financing efficiency. In the context of interventions on the report, Shura Council member Dr. Saleh Al-Shamrani called on the Tourism Development Fund to increase its efforts in employing modern technologies and providing creative and qualitative advertising campaigns, in a way that keeps pace with the tourism renaissance in the Kingdom.
Shura Council member Dr. Mufleh Al-Qahtani also stressed the importance of establishing a fund Tourism Development shall conduct a comprehensive review of the key performance indicators associated with its objectives, programs and initiatives, and work to develop them to ensure raising the efficiency of performance and achieving the targeted results.
Development of rural and tourism areas
While member of the Shura Council, Khaled Al-Saif, called on the Fund to work on designing incentive financing programs for projects that contribute to achieving a percentage of localization and development of rural areas. and emerging tourism sectors in support of balanced and comprehensive development, calling for the Fund to strengthen its partnerships with the private sector and international investors, to attract quality investments and transfer global expertise.

Among the topics of cooperation memoranda on the agenda of this session, the Council approved a draft memorandum of cooperation between the King Abdulaziz Foundation in the Kingdom of Saudi Arabia and the National Archives in the Republic of Kazakhstan.
