It called The Kingdom of Saudi Arabia and the Republic of Kenya countries of the world to contribute to the global network of capacity building centers The announced Artificial Intelligence is one of the recommendations of the Global Digital Charter with the support of the United Nations, as a qualitative step towards enhancing international cooperation and responsible innovation and supporting comprehensive capacity-building opportunities in the field of Artificial Intelligence at the global level.
This came in the high-level session organized by the Kingdom, Kenya, and the International Center for Artificial Intelligence Research and Ethics (ICAIRE), with the support of the United Nations Office for Digital and Emerging Technologies, within the framework of supporting the report of the Secretary-General of the United Nations entitled "Innovative voluntary funding options for building AI capacity"
The Kingdom is committed to contributing
The Kingdom of Saudi Arabia, the Republic of Kenya, the People’s Republic of China, the Republic of Trinidad and Tobago, the Republic of India, and the Republic of Kazakhstan expressed their commitment to contribute and join through a number of their centers as part of the global network.
They called on other member states to support the initiative and join the efforts to establish the network and participate in implementing its programs, while the private sector and academic circles, such as: WorldQuant University, expressed their commitment to contributing. (CISCO) and (Oracle) expressed their willingness to work with the network to develop skills in various government sectors, universities, small and medium-sized companies, and various civil society.
The centers that expressed their desire to join the network during the session included the International Center for Artificial Intelligence Research and Ethics (ICAIRE), the Center for Innovative Global Governance of Artificial Intelligence at Fudan University (China), the African Institute for Capacity Development (Kenya), the Indian Institute of Technology in Schools (India), and the upcoming International Center for Artificial Intelligence (Kazakhstan), and the Artificial Intelligence Innovation Center at the University of the West Indies in the Caribbean. 
Adoption of the Network’s Charter
This meeting, which was hosted by the Kingdom of Saudi Arabia in partnership with the Republic of Kenya and the International Center for Artificial Intelligence Research and Ethics (ICAIRE), is considered a fundamental pillar in formulating the dimensions and work mechanism of the global network of capacity-building centers in artificial intelligence, in preparation for the adoption of the network’s charter during the (AI Impact Summit) scheduled to be held in February. 2026.
The Vice President of the Saudi Data and Artificial Intelligence Authority (SDAIA), Eng. Sami bin Abdullah Muqeem, the importance of committing to responsible development of artificial intelligence for all humanity, and for all countries to provide them with the capabilities they need to thrive in the digital age.
He explained that the high-level session focused on the work and practical application of building capabilities, expanding the scope of education, ensuring equal opportunities for access to innovation, and consolidating the values of ethics and inclusion in all efforts and initiatives.
Exchanging experiences and cooperation
He called on the Under-Secretary-General and the Special Envoy Amandeep Singh, Director of Digital and Emerging Technologies, called on member states to consider establishing these centers that aim to exchange experiences and cooperate among themselves, indicating that they are part of a network that receives support from the United Nations.
The United Nations Special Envoy for Technology in the Republic of Kenya, Ambassador Philip Thijo, explained the importance of capacity building.
He said: "It is critical for the safe and responsible adoption of AI, and collaboration should be made to enhance institutional readiness and bridge the AI gap in the Global South."
He stressed his country’s commitment to working with all stakeholders with the support of the United Nations to establish and develop capacity building centers that can enhance artificial intelligence capabilities in developing countries.
