The Center for Infrastructure Projects in the Riyadh Region presented, through the “Estalaa” platform, controls for regulating those authorized for infrastructure projects in the region, with the aim of tightening the organization of the sector, raising the level of compliance and transparency, and improving the quality of implementation Infrastructure projects in accordance with the highest technical and professional standards.
The new controls aim to establish general rules that govern the obligations and rights of those authorized without discrimination, in a way that ensures that work is carried out with the required quality and efficiency, in accordance with the requirements and standards issued by the Centre.
Issuing a permit and determining powers
According to the controls, the Center issues a permit to conduct infrastructure projects in the Planned projects in accordance with the detailed comprehensive plan methodology, and ensuring the availability of the necessary competence among the business implementers, quality laboratories, and consulting offices registered on the center’s platform, with a commitment to appointing a business implementer, a quality laboratory, and a consulting office in accordance with the approved controls.
The entity bears responsibility for following up on licenses from their submission until their closure, supervising the business implementers during implementation, and being responsible for any violations that occur during the implementation of the projects.
Article 8 stipulates that the center will issue a permit to practice infrastructure projects. The supervisory authority, whose scope of work is limited to conducting business and identifying its business implementers.
Its powers include registering projects in the detailed comprehensive plan, reviewing it, and submitting requests for issuing licenses, in addition to requesting registration or stopping the registration of business implementers.

The controls obligated the supervisory authority to register projects according to the approved methodology, ensure the competence of business implementers and consulting offices, and commit to appointing a business implementer, a quality laboratory, and a consulting office, in addition to following up Licenses until they are closed, field supervision during implementation, and taking responsibility for any violations committed during the implementation of projects.
Article Nine specifies the regulatory framework for the business implementer, whereby the center issues him a permit to practice infrastructure project work, and the scope of his work is limited to doing business, while granting him the authority to request the issuance of licenses.
The controls oblige the business implementer to adhere to the correctness of business execution and the safety of procedures in accordance with the approved technical and professional standards, in addition to requesting the issuance of a license sufficiently before the start of implementation.

Article 10 stated that the Center issues a permit to the quality laboratory to carry out laboratory and measurement activities related to the implementation of works.
The laboratories were given the authority to request the issuance of a permit and conduct tests and measurements to verify the level of performance and accuracy of the completed work.
The controls held the quality laboratories responsible for submitting reports in accordance with the Centre’s standards, providing proof of obtaining the relevant international standard specifications, carrying out periodic monitoring rounds throughout the project period, and conducting tests and measurements on the works referred to them in accordance with the controls. Approved.
Consulting Office Controls
According to Article Eleven, the Center issues a permit to consulting offices to practice the activity of supervising and controlling the implementation of works.
Their powers include requesting the issuance of a permit, supervising and monitoring the level of performance and accuracy during implementation.
The controls obligated consulting offices to submit technical reports in accordance with the Center’s standards, monitor the implementation of works from their inception until their closure, approve executive and technical plans, and manage the site, in addition to informing the Center of any risks. Article Twelve confirmed that the Center will issue detailed guides regulating technical issues, while emphasizing that the application of these controls does not prejudice any other obligations imposed on those authorized under the rules and regulations in force in the Kingdom.
Dispute Settlement
With regard to disputes, Article Fifteen stipulates that the Center has jurisdiction to settle disputes amicably between those authorized or parties related to infrastructure projects, with the possibility of resorting to the competent court in the event of failure. Reaching a settlement within 30 days.
Article Sixteen authorized the Center to assign its tasks related to licensing and permit services to the private sector in accordance with regulatory procedures, while Article Seventeen authorized the Center to monitor and supervise the implementation of the provisions of controls.
Article Eighteen prohibited any unlicensed person from using any means that suggests that he is licensed to practice infrastructure project work, with fines and regulatory penalties applied to violators.
/>Article Nineteen confirmed that the provisions of these controls shall take effect 60 days after the date of their publication in the Official Gazette, with the cancellation of all previous provisions that conflict with them.
