Dubai Land Department calls on real estate owners to register in the “Owners’ Committees” to enhance transparency

The Real Estate Regulatory Agency, one of the institutions of the Dubai Land Department, has requested all real estate owners living in jointly owned projects for the initiative to register in “owners’ committees”, in line with the joint real estate ownership law in Dubai, as part of its efforts to enhance transparency and ensure the sustainability of real estate in Dubai. Owners’ committees are considered a pivotal platform for empowering owners and enhancing their effective participation in managing their real estate communities, which contributes to improving the quality of life and raising the level of comfort and satisfaction for all residents. This trend comes within Dubai’s pioneering vision to enhance optimal management of jointly owned properties and achieve transparency in all aspects.
Acting Executive Director of the Real Estate Regulatory Authority, Mohammed Ali Al-Badwawi, explained that “(automating) the process of registering owners’ committees aims to facilitate procedures and ensure integration of roles between owners’ committees and management companies.” He said: “Owners’ committees are an integral part of the emirate’s vision for managing jointly owned properties. They play an important role in achieving real estate sustainability by reviewing budgets, prioritizing maintenance requirements in shared buildings and facilities, and providing feedback on service plans. They are not only a management tool.” Real estate is a means to enhance the values ​​of cooperation and community participation.”
For his part, the Director of the Joint Real Estate Ownership Department at the Real Estate Regulatory Authority, Mohammed Al-Dah, confirmed that “registration in the owners’ committees represents a real opportunity for owners to be an active part of decision-making in their real estate communities.” He said: “These committees contribute to protecting investments and ensuring the highest levels of efficiency and transparency. Therefore, we call on all qualified owners who meet the necessary conditions to take the initiative to register in these committees because of their essential role in enhancing project management and the well-being of residents.”
Owners wishing to join the owners committees must fulfill a set of conditions that include residing in the property, holding a valid Emirates ID card, submitting a certificate of good standing issued by Dubai Police, and paying all service fees due. The Foundation also clarified that registration is available until January 31, with priority given to the first nine members to register. Members will be approved by RERA and announced in February.
The Real Estate Regulatory Authority confirms that this invitation comes out of its keenness to establish integrity and enhance cooperation between all relevant parties in the real estate sector.
