After the Ministry of Hajj and Umrah adopted the system of regulating pilgrims services, which aims to improve the quality of the services provided and ensure the comfort of pilgrims while performing their rituals, the Ministry stressed the commitment of service providers to fulfill all their contractual obligations, while imposing strict penalties on violators.
The penalties include financial fines that may reach 100 thousand riyals, reduce the number of authorized pilgrims, or even cancel licenses in grave cases.

According to the system, licensed companies and institutions will only provide these services, according to specific financial and administrative conditions. The number of pilgrims will also be determined for each facility based on its operational capabilities and its previous record of providing the service.
The Ministry stipulated that licenses be granted only to qualified institutions and companies, with strict financial and administrative conditions to ensure the provision of the service at a level befitting the pilgrims.
Foreign institutions or unlicensed bodies may not provide these services, and the Ministry of Hajj determines the number of pilgrims for each licensee according to its operational capabilities and its previous record of providing the service.
The Ministry has warned the companies against announcing the services without the approval of the ministry, and it is not allowed to contract with those who do not hold official permits.
Specialized team and specific sites
The specialized team will also follow up on the performance of the institutions, while specific sites will be allocated in the holy sites according to clear controls and impose fees on the issuance and renewal of licenses, with the deposit of fines collected in the state treasury.
