"Federal National".. An active march in achieving leadership vision, citizens ’aspirations and community development

Abu Dhabi, February 11/ WAM/ The Federal National Council contributed from its first sessions on February 12, 1972, in conjunction with the launch of the Federation of the United Arab Emirates, in the national march and a comprehensive renaissance in order to achieve the vision of the leadership, state directions and strategic plans in developing society and achieving its prosperity.
During the 53 years, he achieved many legislative, supervisory and diplomatic achievements, during which he accompanied the state’s march with the support of the founding leader, the late Sheikh Zayed bin Sultan Al Nahyan, “may God rest his soul”, and his brothers, members of the Supreme Council of the Union, the rulers During the Shura approach and the citizens’ contribution to the decision -making process.
Communication with society and its involvement in decision -making is one of the priorities of the council’s work, a realization of it because of the importance of the role that citizens play in achieving sustainable and balanced comprehensive development, which is through field visits and discussion episodes and the invitation of representatives of various governmental and private institutions with experience and specialization, to enlighten their ideas and opinions And their proposals on the draft laws discussed by the Council and the topics it adopts and discusses to reach the appropriate decisions in their regard.
The march of parliamentary work witnessed important stations that contributed to enhancing the empowerment of the council to exercise its constitutional duties, including the empowerment program announced by the late Sheikh Khalifa bin Zayed Al Nahyan, “may God rest his soul” in 2005, which included a number of pillars.
The percentage of women’s membership in the Supreme Federal National Council since the seventeenth legislative term is a implementation of Resolution No. 1 of 2019, issued by the late Sheikh Khalifa bin Zayed Al Nahyan, “may God rest his soul”, regarding raising the percentage of women’s representation in the council to 50% to enable Women and enhance their political participation and their contribution to the decision -making process.
During its national career, the Council contributed to the project of construction, renaissance, development and leadership of the UAE, by holding 685 sessions, over 18 legislative chapters during which he contributed to updating and developing the legislation by discussing 670 draft law 355 general topics, as well as 1086 questions to government representatives that dealt with various services and sectors, agreed to eight constitutional amendments and issued 83 statement, and reviewed 1168 international agreements and treaties, and signed 53 notes for cooperation with regional and international parliaments.
The council’s interests in practicing its constitutional roles touched the fundamental issues of citizens in the Union’s state, where during the first thirty years of its establishment, the country issued the legislation that came to strengthen the federal structure and its institutions.
The Council was present, through the exercise of its legislative, supervisory and parliamentary diplomacy, in contributing to building the state of law and institutions, where social issues dealt with the largest share of the topics discussed by the Council, including social affairs, health, public and higher education, the environment, and the construction of popular housing, housing and hardship Federal methods, resettlement in the governmental, private sectors and others.
The issue of climate change and the adoption of sustainability came among the priorities of the council’s work, as it is one of the main pillars of the state’s economic, environmental and development strategies and plans, within its vision for the next fifty years.
During the eighteenth legislative term, the Council continued its legislative and supervisory constitutional duties in a way that enhances its role in the national development system and contributing to the comprehensive renaissance process and fulfilling the aspirations of the people and leadership, and he agreed during this chapter, which started on November 6, 2023 AD, over the range of “19” sessions on eight draft laws yet If he discussed, modified and created a number of its materials and articles, and adopted a number of recommendations during the discussion of “12” general topics that dealt with a number of sectors, and “30” asked the government representatives.
In order to discuss the largest number of draft laws, the Council held its first and second sessions of the second round in one day, on November 25, 2025 AD, which is the date of the opening of the second session of the eighteenth legislative term, as it approved a federal bill regarding linking the general budget of the union and budgets of the regions Federal Independent for the fiscal year 2025 AD.
The sectors of industry, food, water security, health, and social affairs topped the general issues discussed by the Council during the first round and adopted its recommendations that it submitted to the government, and the issue of government policy regarding artificial intelligence is the first general topic discussed by the Council in the second round with the aim of keeping pace with the state’s vision, orientations and plans In this regard.
The Council accompanied by activating the Emirati parliamentary diplomacy during this chapter, the state’s vision and directions in a way that benefits the peoples and countries of the world, and to enhance joint work for all national and international institutions and organizations towards issues of the interest of the joint, especially in the areas of climate change, and mobilize parliamentary work to support and promote trade Global sustainability, promoting international security, stability and peace.
In order to enhance existing cooperation relations with the parliaments of a number of brotherly and friendly countries, the Federal National Council made official visits to the Hashemite Kingdom of Jordan, the Arab Republic of Egypt, the Sultanate of Oman, the Republic of Italy, the Republic of Armenia and the Republic of India.
The memoranda of the understanding signed by the Federal National Council, with the Shura Council in the Arab Republic of Egypt and the House of Representatives in the Republic of Malta, embodied the keenness to enhance the frameworks of consultation, coordination and exchange of opinion on various issues of common concern.
Through the practice of parliamentary diplomacy, the council’s delegations participated in about 150 events that included external and internal visits, friendship committees, and participating in parliamentary activities at the level of specialized federations and conferences, meetings of ambassadors, and two years trusteeships.
Through its political role and activating its parliamentary diplomacy, the council was keen to participate in the Gulf, Arab, Islamic and international parliamentary events. On November 7, 2023 AD, he participated at the seventeenth meeting of the heads of Shura, Representatives, National and Nation Councils in the Gulf Cooperation Council countries, which was held in the Qatari capital, Doha, He affirmed the UAE’s support for all the unified Gulf work projects.
The Council hosted the eighteenth periodic meeting of Excellencies and Excellency the heads of the Shura Councils, Representatives, National and Nation in the Cooperation Council states, on November 12, 2024 in Abu Dhabi.
It was worked to provide a permanent building for the General Secretariat of the Council in Dubai, and it was transferred to it in October 2024 AD, with the aim of providing all facilities to enable members of the council to exercise their constitutional competencies according to international best practices, and in a way that contributes to the completion of the work of the committees, and to support the tasks of the general secretariat cadres in its various specialties.
The Council is one of the most prominent parliaments of the countries of the region in implementation of the targets of digital transformation in its work, as the General Secretariat applies approximately “43” programs, translating its endeavor to make tireless efforts towards excellence in institutional performance, and to provide high -quality electronic parliamentary services.
