Abu Dhabi, April 10/ WAM/ The World Emergency and Crisis Management Summit, 2025, concluded its work yesterday at the Abu Dhabi National Exhibition Center (ADNEC), amid a remarkable international consensus on the need to accelerate the shift towards more integrated and innovative response systems, and to enhance the cross -border work in a global environment characterized by mystery and rapid fluctuations.

The summit came organized by the National Authority for Emergency, Crisis and Disaster Management, and with generous patronage of His Highness Sheikh Tahnoon bin Zayed Al Nahyan, Deputy Ruler of the Emirate of Abu Dhabi, National Security Adviser, and was held over two days under the slogan “Together towards building global flexibility” with wide international participation.

His Excellency Ali Saeed Al -Neyadi, Chairman of the National Authority for Emergency, Crisis and Disaster Management, stressed that the summit formed a pivotal strategic station to consolidate the UAE’s position as a leading model in the field of future forensic and building integrated national and international systems for crisis management.

He said that the summit, with its high international participation and practical recommendations, has proven to respond to the complex global risks not only a national responsibility, but it is a collective responsibility that requires building bridges of cooperation and integration between countries and institutions, promoting institutional capabilities, and developing future analysis tools, pointing out that enhancing flexibility is not limited to enhancing security or technological capabilities, but also includes investing in people, adopting flexible policies Patients with changes, building a societal culture capable of interacting with crises with professionalism and flexibility.

He added that the readiness is not built in times of crisis, but rather is made in times of stability.

His Excellency stressed that the outputs of the summit represent an ambitious road map for the coming years, and will be the focus of a number of initiatives and projects that the authority will launch in cooperation with its partners locally and internationally.

The activities of the second day of the summit witnessed a major speech by His Excellency Vadim Sentevsky, the Belarusian Minister of Emergency, entitled “The Use of the Independent: Reducing Strategic Mystery”, focusing on promoting the willingness to confront unexpected obstacles with a strategic orientation, while Lee de Woo, deputy director of the Command Center at the Chinese Emergency Department, gave a major speech entitled “Strategic Leadership: Promoting National steadfastness” in which he reviewed the approach. China’s strategic emergency management, highlighting the unified driving system that enhances the national ability to withstand, prevent risk, and a rapid response to disasters.

The main axes of the second day of the summit included the axis of ambiguity management: building flexibility in a changing world, as its activities witnessed a series of specialized sessions, which started with an opening speech by His Excellency Hamad Saif Al -Kaabi, Director of Dangerous Article Accidents Department at the National Authority for Emergency, Crisis and Disaster Management, entitled “Mystery Management: Preserving Clarity”, in which he highlighted the importance of anticipating challenges and upgrading the flexibility of emergency systems from During the promotion of strategic thinking in a global environment full of fluctuations.

It was followed by a major speech to His Excellency Grasimov, Anton Indeurege, Deputy Minister of the Russian Federation for Civil Defense and Emergency Cases and the removal of the effects of natural disasters, entitled: “Management of uncertainty through international cooperation in responding to crises”, in which he dealt with mechanisms to enhance bilateral and multiple cooperation to unify efforts in facing major crises, stressing the importance of building bridges of trust and sharing resources and information between countries.

In the lecture “Dealing with uncertainty: artificial intelligence and the future of communication in crises,” Philip Burmans, a strategic communication expert, reviewed the role of artificial intelligence in formulating dynamic communication plans during disasters, and how to use it to enhance pre -emptive messages and effective access to affected societies.

The axis sessions were concluded with a lecture by Martin Yets, the government technology advisor at the “Bressate” company, entitled “Employing huge data and obstetric artificial intelligence to respond to emergencies”, in which he reviewed advanced technical solutions to accelerate decision -making and improve coordination between the relevant authorities by employing data analyzes and smart systems, which enhances the accuracy of the response and the speed of recovery from Crises.

In the session “Adaptive Economy: New Methods for Financial Flexibility”, the axis of the adaptive economy focused on the importance of building flexible economies capable of adapting to emergency challenges and future risks.

Loreta Heber Gerardit, head of the Knowledge of Risks, Monitoring and Capacity Development, began at the United Nations Office to reduce disaster risk, this axis with a word entitled “Adaptive Economy: Investing for a Better Future”, in which it dealt with ways to enhance sustainable development investments and build an economic environment capable of resisting in the face of crises.

It was followed by a second session entitled “Promotion of the Economy: A Related Approach to Risk Amendment” in which she stressed the need to adopt flexible economic policies that depend on an accurate understanding of disaster risk and their inclusion in the core of development strategies, which allows enhancing economic flexibility and ensuring the continuity and sustainability of the economy in various circumstances.

In the lecture “Joint Orientation: Building a Flexible Future”, Dag Dieter, an investment advisor and expert in public commercial assets, highlights the importance of strong and innovative economic systems characterized by flexible and based on effective governance and long -term planning to ensure readiness and stability in the face of crises.

His Excellency Rashid Abdul Karim Al Balushi, Undersecretary of the Department of Economic Development in Abu Dhabi, presented a speech entitled “Reducing risk to achieve prosperous economies”, during which he stressed the importance of diversifying the economy, benefiting from international partnerships and creating as basic pillars to reduce economic impacts of crises, and achieving comprehensive and sustainable growth.

The axis concluded with a joint dialogue session entitled “Global Cooperation: Enhancing Economics in Crises Times”, which gathered all speakers in the adaptive economy to discuss ways to activate international cooperation to strengthen the pillars of the global economy in light of crises by coordinating efforts and exchanging experiences with the aim of enhancing global economic flexibility.

Maryam Yaid Al Qubaisi, the official spokesman for the World Emergency and Crisis Management Summit 2025, said in the closing speech in which she announced the most important outputs and recommendations of the summit, that the summit is a clear reflection of the Emirati vision established by the importance of joint work and building bridges of communication between countries, and it has proven that teamwork, when it is associated with vision and commitment, can transform challenges into opportunities, and make crises In motivation for development.

She added: “We, in the UAE, and under the guidance of our wise leadership, confirm our commitment to continuing to support the global response system, by investing in minds, developing smart infrastructure, and enhancing the role of societies.”

She pointed out that the commission issued the final report of the summit, which includes a summary of what was produced by the elite of bright minds to serve as a road map for the future, and a beacon that guides all relevant authorities in plans, strategies and future projects, stressing that this important report is to remind the responsibilities that we took on our responsibility during this summit to make the world a better place.

The first recommendation, enhancing international cooperation in the emergency management, as the need clearly emerged to enhance international coordination in the field of response to crises, as the participants stressed the inability of any country to face major crises on its own, which highlights the importance of adopting effective models of regional cooperation, in addition to developing unified international protocols to achieve a faster and more coordinated response besides expanding transit training programs in the administration of management Crises with the aim of enhancing the consensus between the authorities responsible for the emergency management in addition to strengthening the partnerships between the governmental and private sectors to unify efforts and integrate resources in preparation for disasters.

The second recommendation was to build societal strategies to enhance flexibility, as many experts emphasized the importance of enabling local communities in emergency management, citing leading international experiences that showed the importance of the role of community involvement in enhancing flexibility and response to emergency and crises, in addition to integrating societal preparation for disasters within national policies, as well as strengthening local response networks by qualifying local authorities and providing them with the necessary resources in addition to Ensuring the inclusion of communication strategies during crises to effectively reach all groups of society.

The third recommendation is “the use of artificial intelligence and technology in managing crisis, the emergence of artificial intelligence as an effect in the emergency response”, where the advanced characteristics and uses of artificial intelligence systems were reviewed to predict disasters, monitoring risk, improving the efficiency of humanitarian aid, and included the recommendations of the summit, expanding the scope of early warning systems based on artificial intelligence to predict disasters and promote Continuous response and evacuation operations, as well as activating artificial intelligence tools to detect misleading information to reduce the spread of false information during crises, as well as develop integrated platforms for crisis management with artificial intelligence to unify response efforts between various sectors and countries

The fourth recommendation included strengthening leadership and decision -making during crises, the importance of leadership was highlighted during crises, as experts stressed the need for a flexible and decisive leadership capable of making decisions quickly and effectively, while including the inclusion of leadership training in crisis management within emergency response institutions to improve decision -making, in addition to encouraging leaders to adopt adaptive strategies that depend on immediate data and continuous changes during crises , As well as applying the self -evaluation tools for crisis leaders to help them develop their methods continuously.

The fifth recommendation included the strengthening of economic flexibility to confront disasters, through this axis the importance of economic preparation as a pivotal factor in recovery from crises, as the summit reviewed the experiences of countries that proved that possessing strong financial flexibility contributes to the speed of recovery from economic shocks, while it included the integration of risky economic policies within national planning, as well as developing frameworks for managing government budgets to ensure the provision Financial reserves are dedicated to facing emergency situations, as well as expanding the scope of innovative financing mechanisms to meet the humanitarian response needs.

During the summit, understanding notes were signed to enhance cooperation and joint action, where the National Authority for Emergency, Crisis and Disaster Management signed a memorandum of cooperation with the “Burhailth Group” with the aim of enhancing the strategic partnership between the two sides in the areas of medical response to emergencies, crises and disasters, developing the health care system using the latest technologies and digital solutions, as well as cooperation in preparing training and specialized programs, exchanging studies and scientific experiences, and developing plans Business continuity.

The authority also concluded a memorandum of understanding with “Abu Dhabi College of Management” with the aim of consolidating cooperation in the field of emergency, crisis and disasters, joint work in designing and providing specialized academic and training programs, enhancing joint scientific research, and exploring innovative applications for digital transformation and artificial intelligence.

The areas of the Memorandum of Understanding included organizing joint conferences and forums that contribute to exchanging knowledge, and highlighting the best global practices in this vital field.

Within the framework of expanding international cooperation, the authority signed a memorandum of understanding with the Ministry of Emergency Cases in the Republic of Kyrgyzstan to enhance the exchange of information and expertise in the field of disaster management and reduce its effects.

The memorandum provides for the exchange of scientific research and technical support, cooperation in the areas of communications and prevention, and expanding the scope of volunteer work, in addition to providing joint assistance in facing the effects of natural disasters caused by human activities.
