The Federal National Council headed by the President of the Council, Saqr Ghobash, adopted, during its session yesterday, in Abu Dhabi, a number of recommendations during the discussion of the issue of the government’s policy regarding the management and sustainability of the endowment and the Zakat funds, and the members of the Council also asked three questions to the Minister of Human Resources and Emiratisation, Dr. Abdul Rahman bin Abdul Mann Al -Awar, was answered in writing, on the system of insurance against disruption for work, and the status of the situation paid for the mothers in the sector Private, and about high school graduates enrolling in the higher education system.

Dr. Abdul Rahman bin Abdul Manan Al -Awar revealed that the current agenda of the Coordination Council of the Labor Market directly, includes a study of the possibility of extending the situation leave for women working in the private sector in the country, with the aim of empowering the working mother, enhancing job stability, and raising job loyalty rates without affecting the competitiveness of the Emirati labor market or in the productivity of the business environment.

Dr. Abdul Rahman Al -Awar explained, in a written response to a parliamentary question during the 10th session of the second ordinary session of the 18th legislative term of the Federal National Council, directed by the council member, Dr. Adnan Hamad Al Hammadi, on the leave of the paid situation for the mothers of the citizens in the private sector, and the measures taken by the ministry to ensure the prevention of discrimination, and giving mothers working women working in the private sector. According to the decree of a federal law No. (33) of 2021 regarding the regulation of labor relations and its amendments, Article (30) states that the worker deserves a paid -paid position for 60 days, including 45 days with a full wage and 15 days with half a fee, and she may obtain an additional non -paid leave for 45 days in the event that she cannot return to work for health reasons documented with an approved medical report ».

Al -Awar said in his response: “The minimum leave leave is paid in private sector facilities is 60 days, and this period may not be reduced in any way, and therefore the facility may give additional privileges – such as if a paid -paid -paid vacation is granted for a period The above in its internal regulations according to the assets, so that this advantage cannot be granted to a party without the other, without a justification, otherwise this may be an unlawful discrimination, and it contradicts the text of Article (4) of the decree of a law that prohibits discrimination in rights and duties between workers on the basis of sex or any other reason, and this protection includes equal in obtaining the leaves stipulated legally when the circumstances are similar.

Al -Awar added: “The same article emphasizes the prohibition of discrimination on the basis of race, color, gender, religion, national, social or disability, if it affects equal opportunities or equality in accessing jobs, continuing them or enjoying their rights, as well as prohibiting discrimination in job tasks of one nature,” noting that granting one of the workers leave a longer status of the legal period without the existence of justifications, and deprivation of others in the same facility From the same treatment, if this is proven, it is an explicit violation of the principle of equality stipulated in the legislation, and it is within the scope of legally banned discrimination.

He pointed out that the ministry, if it is proven to have the validity of the discrimination, according to the above, it clarifies a fine of 10 thousand dirhams for each case based on Cabinet Resolution No. (21) of 2020 regarding the fees for services and administrative fines in the Ministry of Human Resources and Emiratisation in Article (3) of it (fines), which provides for a violation of “failure to adhere to the terms, standards, and working conditions contained in the decree of a law on regulating work relations. Ministerial decisions issued in this regard or in the work contract.

Al -Awar indicated that in addition to this, the facility is referred to the judicial authorities to sign the penalties prescribed in the law, as Article (63) of the decree regulating work relations stipulates that “a fine of no less than 5,000 dirhams and not exceeding one million dirhams is punished for anyone who violates any other provisions of this decree by the law and its executive regulations and decisions issued in implementation of it.”

Al -Awar stressed, in his response, that the results of the policies supporting Emirati women in the labor market in the UAE are reflected in achieving the exceptional growth of the labor market in the country in 2024, as we witnessed growth in the women’s workforce by 21%, a percentage that exceeds the average growth of labor from male and female collectively, which reached 12% in the same year. The skilled women’s workforce constitutes 46% of the total women’s workforce, and the growth rate of female workers in leadership positions within the category of “lawmakers, directors and business managers” reached 34% during the year 2024.

On the other hand, the Council discussed the sustainability of Zakat funds to enhance the quality of life, and to manage and invest the endowment funds, in the presence of the Minister of Health and Community Protection, Minister of State for Federal National Council Affairs, Abdul Rahman bin Muhammad Al Owais, and Chairman of the General Authority for Islamic Affairs, Endowments and Zakat, Dr. Omar bin Habtoor Al -Dari.

In the recommendations, the Council stressed the importance of diversifying the mechanisms of distributing Zakat funds, and adopting innovative and unconventional methods, such as training the beneficiaries of Zakat funds who are able to work, provide them with the necessary skills, and provide appropriate job opportunities for them by supporting small and medium enterprises, unifying the procedures and standards of endowment, especially building mosques in the state emirates, to ensure the development of the management of the endowment system and its sustainability, and preparing a map showing the distribution Geographical in the distribution of endowment funds, and diversifying the fields of investment in the endowment to achieve its sustainability and contribute to social development to support the stability of families.

The recommendations that the Council decided to return to the Technology, Energy and Mineral Resources Committee and public facilities, to reformulate it according to the discussions of the members, to activate the awareness role of the General Authority for Islamic Affairs, Endowments and Zakat on spreading the culture of the performance of the Zakat of Zakat at the level of individuals and the private sector through the media or communicating with businessmen, and other community groups, and encouraging the authority to financial institutions, banks, banks and Islamic insurance institutions Which performs all its work or part of its work in accordance with the provisions of Islamic Sharia in the state by extracting Zakat funds.

The recommendations also demanded an increase in the number of experts specialized in the endowment investment sector, and the polarization of talents and experts, as well as training and qualification of human cadres in the endowment management and its investment.

The Council also reviewed a draft federal law received by the government regarding the adoption of the united closing account of the Union, “the unified financial statements” for the fiscal year ending 12/31/2024, which was referred to the Financial, Economic and Industrial Affairs Committee.

The Council approved the report of the Education, Culture, Youth, Sports and Media Committee, which includes the recommendations of the government’s policy in enhancing the role of government media to establish content and consolidate the national identity, which the Council discussed in its ninth session of its current session.
