China announces tightening export controls on rare earth technologies and elements


Declared Chinaimposed additional controls on the export of rare earth technologies and elements, tightening existing rules related to this vital sector.

Rare earth minerals constituted a major point of contention in recent trade negotiations between China and the United States, with Washington accusing Beijing of being slow in issuing export licenses.

China is the largest A global producer of vital minerals used in the manufacture of magnets essential for the automotive, electronics and defense industries.

Additional restrictions

The Chinese Ministry of Commerce said in a statement that the new controls, which will be implemented immediately, mean that exporters must obtain a permit for technologies used in mining and smelting rare metals, among other processing steps.

The Ministry added that these controls will also be applied to the technologies used in "Assembling, modifying, maintaining, repairing and developing production lines"

In another announcement, the Ministry of Commerce announced the imposition of additional restrictions on foreign entities that export related materials outside China.

A spokesman for the Ministry stated in a separate statement that: "For a period of time, some organizations and individuals abroad have, directly or after processing, transferred or provided controlled rare earths of Chinese origin for direct or indirect use in sensitive areas such as military operations.".
