Urgent: The start of issuing the first invoice for white land fees in Riyadh… tomorrow

The Ministry indicated that fees are applied to owners of Lands whose area or total area exceeds (5,000) square metres, and which are located within the declared zones in the city of Riyadh, which were divided into five segments according to their priority in urban development.
White land fees
The annual fees for the first segment were approved "Top priority" 10% of the land value, followed by the second tranche "High priority" By 7.5%, then the third tranche "Medium priority" 5%, while a 2.5% fee was imposed on the fourth tranche "Low priority"in addition to a segment outside the scope of priorities for which no fees are imposed, with it being calculated within the total lands owned by the taxpayer within the geographical scope of the city of Riyadh.
The Ministry added that the executive regulations for white land fees included all uses of lands located within the approved urban zones, and their uses are determined by a decision of the Minister according to the geographical scopes of each city. It also organized the mechanism for dealing with joint properties, so that each owner is obligated to pay the fee according to the percentage of the white land he owns.

The regulations stipulate the formation of a technical committee that includes assessors licensed by the Saudi Authority for Certified Valuers, by decision of the Minister of Municipalities and Housing, which is responsible for estimating the value of white lands and determining the duration of their development or construction, and issuing its decisions by a majority.
It noted the taxpayer’s obligation to pay the fee and any fines resulting from violating the provisions of the system or the regulations, provided that payment is made within a calendar year.

The Ministry of Municipalities and Housing confirmed that the application of fees for white lands and vacant properties is a regulatory tool aimed at stimulating the development of unexploited lands within urban areas, reducing their monopoly, and increasing the supply of developed lands.
It stated that this contributes to achieving a balance between supply and demand and the stability of the real estate market.
