Saudi Arabia Budget 2025: Non-oil revenues rise to 505 billion riyals

Data from the Ministry of Finance revealed an increase in Non-oil revenuesin the Saudi budget for the year 2025 amounted to 505.28 billion riyals, a growth of 1% compared to the previous year, in which non-oil revenues recorded 502.47 billion riyals.
A decline in oil revenues
Oil revenues during 2025 recorded a total of 606.54 billion riyals, a 20% decrease from 2024, in which they achieved 756.62 billion riyals. The fourth quarter 276.74 billion riyals, a decrease of 9% from the same period in 2024, which recorded 302.86 billion riyals.
The most prominent components of revenues
Taxes on goods and services (which include value-added tax, selective tax, and financial compensation for expatriates) topped the list of non-oil revenues, recording 294.34 billion riyals during the year, an increase of 2% from 2024.
While Taxes on income, profits, and capital gains amounted to 34.06 billion riyals, an increase of 8% over the previous year.
Other revenues (which include central bank interest, advertising revenues, port fees, and fines) recorded 116.36 billion riyals, a decrease of 5% from 2024.
