The royal order also stipulated that the Minister of Culture be authorized to exercise the powers of the university’s Board of Trustees temporarily until it is formed in accordance with the statute, to ensure the completion of the necessary organizational and administrative procedures to start the university’s work and enable it to perform its academic and cultural role.
