The United States offers $100 million to Cuba in exchange for its cooperation

The United States offered to provide $100 million in aid to Cuba, while increasing its pressure on the country to cooperate in light of its suffering from an economic crisis that includes prolonged power outages.
The Foreign Minister said Marco Rubio Speaking last week in Rome, Cuba rejected a $100 million aid offer, a claim denied by Havana’s government.
The State Department on Wednesday publicly renewed the proposal, which comes after the United States imposed new sanctions on key parts of the state-controlled Cuban economy.
The State Department said Havana refuses to allow the United States to provide this aid to the Cuban people who desperately need it because of the failures of the regime in Cuba.
She added: It is up to the Cuban regime to decide whether to accept our offer of assistance, or to reject life-saving aid, and ultimately it will be responsible to the Cuban people for obstructing its delivery.
Energy supply decline in Cuba
Cuba’s energy supply has fallen to new record levels, according to data collected by Agence France-Presse, with prolonged power outages and a record shortage of power generation in recent days.

Cuban President Miguel Diaz-Canel on Wednesday blamed the United States directly for this, writing on Ex: "This worsening deterioration has one reason, which is the energy blockade imposed by the United States on our country, threatening to impose irrational tariffs on any country that supplies us with fuel."
Ongoing energy crisis
Cuba has been suffering an energy crisis since January, when US forces arrested Venezuelan President and Cuban ally Nicolas Maduro, and Washington threatened to impose tariffs on countries sending crude oil to the island.
So far, Washington has only allowed one Russian oil tanker to arrive at the end of March, and according to Trump, it was a one-time shipment.
