المملكة: A new amendment to the mechanism for compensating farmers affected by agricultural pests

The Ministry of Environment, Water and Agriculture proposed an amendment to Article 245 of the Executive Regulations of the Agriculture System, via the “Estalaa” platform. To replace the term “branch or office of the Ministry of Finance” with the words “branch or office of the Ministry of Finance” or “branch of the Ministry of Municipal Affairs and Housing.”
The article stipulates that the owner of the agricultural sector’s wealth, products, or production inputs, who is registered with the Ministry, shall be compensated if the Ministry or whomever it delegates disposes of those wealth, products, or production inputs that are infected or suspected of being infected with diseases, epidemics, or pests, in whole or in part, provided that You may be bound by the controls, instructions, and preventive measures issued by the Ministry, and the procedures for assessing and disbursing compensation are in two cases.
The Ministry explained that the two cases include that the Ministry – or whomever it delegates – notify the secretariat of the region or governorate, or the municipal branch – as the case may be – to participate in inventorying what will be disposed of in the agricultural sector’s wealth, products, or production inputs, and a special report is recorded of their numbers and the need that called for them. Disbursement of compensation

The Ministry estimates the wealth of the agricultural sector, its products, or its production inputs that are disposed of, and compensation is paid for them at a rate not exceeding 90% of the value stated in the minutes of the Valuation Committee, according to the referral of the inventory and disposal minutes from the Ministry – or whomever it delegates – to the secretariat of the region, governorate, or municipality branch. Or transfer the affected people’s entitlements directly to their accounts, after the disbursement documents are completed.
She indicated that the disbursement documents for individuals are the record of inventory, disposal and valuation, a copy of the national identity of the beneficiary or the legal agent authorized to receive the financial dues, an agricultural register or valid licenses from the authorities concerned with practicing the activity, the IBAN account number of the beneficiary or the legal agent, a copy of the agency.
As for the disbursement documents for companies or institutions, they are the record of inventory, disposal, and valuation, the IBAN account number for the company or institution, an agricultural register or valid licenses from the authorities concerned with practicing the activity, a zakat and income certificate, a commercial register, a certificate from the General Organization for Social Insurance, and a Saudization certificate.
