“Golden Package” for registering and operating private aircraft

Yesterday, the General Civil Aviation Authority launched the “Golden Package” for the registration and operation of private and business aircraft, revealing a set of innovative measures aimed at simplifying procedures, enhancing operational flexibility, and strengthening the UAE’s position as a global destination for excellence in the field of aviation.

The authority explained during a press conference held at the “MEBA” exhibition for business and private aircraft, that the package includes measures aimed at facilitating aviation procedures for individuals and companies, as it included reviewing and developing more than 24 services related to the operation, registration and maintenance of private and business aircraft in the country. The “Air Operator Authorization (AOA)” service has also been added, which allows aircraft owners to manage and operate their aircraft independently, providing greater flexibility and enhancing various operating options.

She added that thanks to these updates, the time and effort required to issue the “Air Operator Certificate (AOC)” has been shortened from two years to only 90 days, while the “Air Operator Permit (AOA)” is issued within only 60 days, which contributes to speeding up the procedures. And enhance operational efficiency.

The Director General of the General Authority of Civil Aviation, Saif Mohammed Al Suwaidi, confirmed that the Authority is working in cooperation with local and federal government agencies, in addition to the private sector, to review and develop all government services related to the civil aviation sector, indicating that this comes within the framework of the “We are the Emirates 2031” vision. », which aims to strengthen the UAE’s position as a leading country in the field of civil aviation in the world.

Al Suwaidi said that as part of the distinguished package developed for private aircraft owners, a “Private Aviation Advisory Council” was established to be a platform aimed at addressing challenges, simplifying procedures, and promoting sustainable growth of the sector.

He added that the private aviation sector has witnessed remarkable global growth in recent years, as a result of several factors, including increasing wealth, the development of business travel needs, and the increasing demand for luxury travel experiences, pointing out that the UAE, with its strategic location and global infrastructure, is one of the most prominent countries. Which can attract this market and provide an ideal environment for it.

Al Suwaidi stated that the “Golden Package” includes a comprehensive review of all procedures related to the operation and registration of private and business aircraft, with the aim of launching a new phase of growth for this promising sector in the country.

For his part, the Assistant Director-General of the Aviation Safety Affairs Sector at the General Authority of Civil Aviation, Engineer Aqeel Al-Zarouni, pointed out during the press conference the launch of a central platform “Unified Service” that unifies all procedures related to air operator certificates (AOC) and air operating permits (AOA). This platform aims to simplify administrative tasks, increase efficiency, and provide a smooth and easy-to-use experience for operators and aircraft owners.

He said that the new golden package includes the option to “customize registration codes,” which allows aircraft owners to choose a registration code from an available list, allowing them to give their aircraft a distinctive personal character.

He stated that the review of private aircraft operating procedures focused on four main areas: issuing an air operator certificate (AOC), aircraft registration procedures, requirements for the “airworthiness management” and maintenance system, and licensing of aircraft crew members.


Advantages

The facilitation package, launched by the General Civil Aviation Authority, provides notable improvements, aiming to simplify the registration and operation of private aircraft in the UAE. Among the most prominent advantages:

– Eliminate the age requirement, as aircraft can be registered regardless of their age, provided that they comply with regulatory standards.

– Facilitating quick ownership transfer and registration processes, in addition to smooth transfers between Emirati entities to ensure continuity of operations.

– Maintenance improvements, including access to maintenance-related facilities, and simplification of Airworthiness Review Certificate (ARC) procedures, reducing downtime and complexity of administrative procedures.

– Facilitating the approval of licenses, including eliminating the requirement to take pilot exams during the license approval process, and the possibility of transferring foreign licenses within just three days. Approving local licenses also eliminates the need to travel abroad to verify licenses, which greatly enhances efficiency.
