These requirements, which include vehicle and truck accommodation centers and transportation service centers, aim to develop and improve the business environment in a way that achieves the aspirations of the individual and society, and to assist those wishing to invest in the field of land transportation, in addition to regulating the work of transportation service centers.
New requirements
The new requirements included licensing requirements, where the procedures for issuing, canceling, renewing, amending, and suspending the license must be in accordance with the Municipal Licensing Procedures System and its executive regulations, with obtaining Civil Defense approval before issuing the license, and submitting a valid commercial register containing the required activity/activities. Its license, in addition to the approval of the authority supervising the commercial activity required to be licensed, “if any.”
The requirements included spatial requirements, in which the planning requirements and standards for the site and area must be adhered to, which vary according to the type of service center and its location “inside or outside the urban area,” while adhering to the requirements for additional and homogeneous activities, as it is permitted to practice additional activities approved by the Ministry after the approval of the authority supervising the project. Its area should not exceed 50% of the total area.
The requirements for commercial signs must also be adhered to, taking into account the urban code and the design guidelines for the region’s urban identities.
The technical requirements included a commitment to apply the requirements of the Saudi Building Code and the requirements of the entity supervising the activity, with a commitment to approve all design work and supervise implementation by engineering offices accredited by the Ministry.
It stipulated adherence to the minimum components of the transportation center, which vary according to the type of center, provided that it includes a management office, reception, and customer waiting areas, with solid fences being built on the borders of the independent site from the side of the neighborhood adjacent to the residential area only, and that the front fences on the commercial streets should be open.

She stressed the importance of the main entrance not being less than 3.5 meters wide, and 6 meters wide if one entrance and exit are used, while providing toilets, hand washbasins, and a prayer room, and separating the entrances for downloading and loading goods from the entrances for customers. As for the facade, it must be designed in accordance with the urban code for the region. Do not install electrical wires and sanitary pipes clearly on the facade.
Operational requirements
She pointed out the need to adhere to the requirements of people with disabilities on stairs and external sidewalks, and to provide a special ramp for them, while using appropriate materials in finishing floors and ceilings, and taking into account safety requirements, in addition to providing appropriate lighting means, and not using gas lighting, while adhering to the requirements for prevention and protection from fire.
The decision also included operational requirements, in which the municipal license and the operating license must be obtained from the supervising authority before starting work, while adhering to all operational requirements, not practicing any activity contrary to what was licensed, and not practicing the activity after the license expires, with the necessity of renewing it to continue in operation. the job.

The Ministry prohibited practicing activity outside the boundaries of the licensed center, or using public sidewalks or rebound areas, and it is prohibited to remove or cover the center’s closure sticker if it is closed by the secretariat or the municipality.
She added: The front of the center must be free of stickers, except for informational stickers and government instructions, while prohibiting the placement of warning signs or any means to prevent standing in front of the center or in public parking lots. It is forbidden to use the center to store materials that are not related to the activity, and a first aid box must be provided. Primary maintenance work is limited to light maintenance of the center’s vehicles.
She stressed placing the unified electronic code “QR” on the facade of the center to review the regulatory documents, installing security cameras in accordance with the rules and regulations, and carrying out periodic maintenance of the center, including the facades, floors, air conditioning devices, lighting lamps, and service extensions.
She pointed out the need to maintain the cleanliness of the center, provide covered waste receptacles, adhere to the requirements for waste sorting, clean bathrooms, sinks and prayer rooms, provide electronic payment methods, and not refuse to use them, while adhering to the decisions and regulations issued by the Ministry of Human Resources and Social Development regarding the work environment.
