The UAE government issues a federal decree law to reorganize the civil defense apparatus

ABU DHABI, 3rd January / WAM / The UAE government issued a federal decree-law regarding the reorganization of the civil defense apparatus, with the aim of enhancing the state’s readiness to deal with emergencies and disasters, ensuring the highest levels of protection and public safety, and working to modernize the national civil protection system through coordination and cooperation between various agencies. Federal and local affairs related to civil defense affairs, and strengthening national capabilities to develop civil defense measures aimed at protecting lives, property, facilities, public and private projects, and national wealth in the country.

The decree-law stipulates the establishment of an agency called the “Civil Defense Apparatus” in the National Emergency, Crisis and Disaster Management Authority, to replace the Civil Defense Apparatus at the Ministry of Interior, and all its assets and assets will be transferred to it. The new agency will exercise all the powers assigned to it in accordance with this decree-law.

The Civil Defense Authority undertakes a set of strategic tasks and operational operations aimed at strengthening civil protection for various segments of society and ensuring comprehensive readiness to confront risks and disasters, including preparing policies, strategies and legislation related to civil defense affairs at the state level in coordination with the concerned authorities, and monitoring the dangers of radioactive, chemical and biological pollution in the country. Various circumstances and times, and taking the necessary confrontation measures in cooperation and coordination with the competent authorities and concerned parties, in addition to studying potential events and risks and preparing the necessary plans to manage them efficiently and effectively, and establishing support and support centers and defining their competencies to enhance services. Civil defense at the national, regional and international levels, preparing programs to prevent potential risks and setting their requirements, providing the necessary equipment and mechanisms for civil defense work, ensuring rapid transportation to accident sites and working to respond to them quickly and efficiently.

The decree law also stipulates that the agency shall establish and equip risk management rooms and centers, and shelter places, provide medical and social care for those affected, and prepare and coordinate medical, social, infrastructure, educational, and other services necessary to confront potential risks in coordination with the competent authorities and concerned authorities in the Emirates. State, and forming the necessary teams to carry out confrontation and relief work in the affected areas.

The Civil Defense Authority’s competencies included developing a general warning system for residents against potential dangers, setting the necessary controls and requirements to secure buildings and facilities against potential fire risks, preparing awareness programs and informing residents of the necessary duties during dangers, preparing integrated plans to evacuate residents in circumstances that require it, and coordinating with the authorities. Which has internal security and safety devices, such as airports, government facilities, and major national companies, in order to organize ways to provide support from civil defense to them upon request, and prepare training programs and joint mock experiences for civil defense personnel and volunteers.

The provisions of the Decree-Law emphasized full cooperation and coordination between the agency and the local authorities responsible for civil defense affairs in the emirate, as the case may be, and the federal and local government agencies relevant to providing assistance and taking the necessary civil defense measures, providing services related to civil defense work and measures whenever the need arises, and requesting support. The necessary national commitment between these bodies, and taking into account not to issue licenses for any property or facility except after the concerned parties submit an official certificate issued by the agency stating that the property or facility meets the prevention and safety requirements.

The Decree-Law also stipulates a penalty of imprisonment for a period not exceeding (6) six months or a fine for anyone who violates its provisions, regulations or decisions issued in implementation thereof, or commits an intentional act or omission that would cause disruption or cessation of machines and equipment being installed for the purposes of Civil Defense, in cases other than intentionality, obliges the perpetrator to pay the value of the machinery and equipment he destroyed or the expenses of reassembling them. In cases of disaster, the penalty for what is stated above shall be imprisonment for a period of not less than two months and a fine of not less than (20,000) dirhams and not more than (250,000) dirhams, or one of these two penalties.
