المملكة: After the new decision… a legal expert explains to Al-Youm the details of amending the traffic system

Today, Tuesday, the Council of Ministers approved a new amendment to the traffic system by canceling Article (Seventy-One) and adding a paragraph in the schedule of violations with the following text: “Driving a vehicle on roads with an expired traffic license.”

The lawyer and legal advisor, Dr. Anwar Bakharji said that the Cabinet’s decision to make a new amendment to the traffic system is to cancel Article (Seventy-One), which stipulates a fine for delaying the renewal of driver’s licenses and traffic licenses, and to add it to a paragraph in the schedule of violations for “driving a vehicle on roads with an expired traffic license,” and its fine is 150. The minimum limit is 300 riyals and the maximum limit is 300 riyals, in order to motivate the vehicle owner to rush to renew his vehicle as soon as the traffic license expires.
He stated that previously, a late fine was imposed when the traffic license and driver’s license expired and were not renewed, and even if the vehicle was not driven. However, in the new decision, renewing the license will be optional when it expires, but a fine will be imposed when driving the vehicle with an expired license.

He pointed out that the amendment is an important positive step to enhance compliance with traffic laws in the Kingdom, and stresses the necessity of awareness and adherence to traffic regulations to maintain the safety of everyone on the roads.

Bakharji stressed that one of the most important benefits of traffic licenses is that they are the official document issued by the authorities to register the vehicle and prove its suitability to drive on the roads. Firstly, from a legal perspective, it is considered legal evidence that the vehicle is officially registered and authorized to drive. Secondly, it ensures the validity of the vehicle as the periodic inspection is one of the requirements for renewing the license, which reduces road accidents. It is used as a basic document in the legal dealings assigned to the vehicle, such as insurance claims, and it also helps the authorities. The Traffic Department organizes vehicle movement through databases and tracks vehicles in emergency situations.
