“Dubai Land” prepares a guide on the stages of real estate development in the emirate

A report by the Dubai Land Department stated that the department has completed preparing a real estate development guide, in cooperation with more than 23 governmental and non-governmental entities that provide services related to real estate development.
The report indicated that the guide deals with the real estate development process through its various stages, which are divided into three main stages: the stage of approving the general plans of the project, the stage of building licensing and completion, and the sales and marketing stage.
The guide sends a message to those concerned with the real estate sector assuring them of the government’s keenness to support real estate development activities in the emirate, through full integration of the efforts of agencies and institutions in the government and private sectors, in a way that contributes to achieving excellence and leadership.
Obtaining licenses
The report pointed out that the first stage, which is the pre-development stage, includes obtaining licenses, as the licensing authority varies according to the geographical location of the company’s headquarters or the real estate developer.
Most areas in the Emirate of Dubai are subject to the authority of the Department of Economy and Tourism in Dubai as a licensing authority, while a real estate developer can obtain a commercial license from the Dubai Development Authority if the company’s main headquarters or the projects it develops are within the scope of the Dubai Development Authority.
The stage includes the step of starting the commercial activity, and the real estate developer obtaining a commercial license to practice real estate development activity. In this step, the real estate developer needs to deal with a number of government agencies, to complete a number of services, starting with submitting an application to obtain a commercial license and ending with obtaining a commercial license to practice Real estate development activity in the Emirate of Dubai.
During this stage, the developer submits a request to reserve a trade name suitable for the commercial license, through the service provision channels available at the Department of Economy and Tourism in Dubai, followed by issuing the license after obtaining the department’s approval.
Development stage
The department indicated that the second stage is the development stage, which is one of the most important stages as it includes the vast majority of services that the real estate developer needs during the development process, in addition to the real estate developer’s need to benefit from the services provided by most of the parties involved in the development process.
The real estate development stage is divided into several sub-stages, each stage of which includes a set of services that the real estate developer needs to accomplish. These sub-stages can be summarized in three steps that begin with the stage of approving the general plans of the project, which is a major stage that the real estate developer or consultant authorized by The main developer begins construction work without conducting it, which represents initial approval by the various concerned authorities on the general plan of the project.
While the second step represents the building permit and completion certificate stage, which is the stage in which the building license is obtained, all construction work for the project is carried out, up to the completion certificate and the delivery of services.
While the third step represents the selling stage during the project completion period, which is a stage that the real estate developer needs if he wants to sell off-plan.
Post-development stage
The department referred to the third and final stage, which represents the post-development stage, which is concerned with the services that the real estate developer may request after completing the project and obtaining the project completion certificate from the licensing authority. It also includes the services that the real estate developer requests after completing the development process and settling the project trust account ( In the case of selling units off-plan).
