10.5 thousand workers will benefit from the “unemployment” document in 2024

The Ministry of Human Resources and Emiratisation reported that the number of beneficiaries of the unemployment document last year 2024 reached 10,500 workers, as the beneficiaries were compensated with a cash sum during their period of unemployment in accordance with the requirements specified by the document.

The Ministry explained that the unemployment insurance system, in which the number of subscribers reached approximately 9 million workers, provides a social protection umbrella that ensures the continuity of a decent life for workers in the federal and private government sectors, both citizens and residents of the country, during the period of unemployment by compensating the insured with a cash sum for a period. Three months if he is unemployed and until an alternative job opportunity becomes available.

The unemployment insurance system includes two categories, the first includes those whose basic salary is 16 thousand dirhams or less, and the value of the insured employee’s subscription within this category is 5 dirhams per month (or 60 dirhams annually), and the maximum value of monthly compensation is 10 thousand dirhams.

As for the second category, it includes 16 thousand dirhams or more from their basic salary. The subscription value for this category is 10 dirhams per month (or 120 dirhams annually), and the maximum value of monthly compensation is 20 thousand dirhams. The compensation will be on a monthly basis at a rate of (60%) of the subscription salary, with a maximum of 20 thousand dirhams per month for a period of three months from the date of unemployment.

While the Ministry confirmed that the maximum period of compensation is three months for each claim, provided that the duration of coverage does not exceed 12 months during the period of service of the insured in the labor market in the country.

The Ministry confirmed through its official website that the decree law regarding the system excludes some categories, namely: the investor (the owner of the establishment in which he works), the domestic worker, the worker on a temporary contract, juveniles under the age of 18, and retirees who receive a retirement pension and have joined a new job. .

The Ministry has set four conditions for eligibility for compensation, which are that the insured’s subscription period should not be less than twelve consecutive months in the system. He must not have been dismissed from his job for disciplinary reasons in accordance with the provisions of the Law Regulating Labor Relations and the Human Resources Law in the Federal Government, and any relevant applicable legislation. The claim for compensation must not be made by deceit or fraud, or if it turns out that the facility in which he works is fictitious. The compensation payment will be suspended if the employee joins another job during the compensation eligibility period.

The unemployment insurance system is distinguished by the fact that it allows the employee to agree on additional benefits with the service provider (insurance companies licensed by the Central Bank and meeting the conditions for practicing the activity of the unemployment insurance provider service), indicating that the compensation to which the insured is entitled is without prejudice to any entitlements or Other compensation of its own.
