New decisions for the Balance Council to regulate defense and security industries

Abu Dhabi, February 15 / WAM / The Executive Committee of the Balance Council issued a number of decisions aimed at organizing licensing operations, accreditation and evaluation criteria, and issuing conformity certificates, based on the role of the Council as the authority responsible for organizing and developing defense and security industries in the state.
Through these decisions, the Council seeks to achieve the highest quality and compliance standards by adopting the best organizational practices, as part of its efforts to enable the organizational environment that supports the growth and development of defense and security industries in the UAE.
The decisions of the Executive Committee regarding the adoption of the “quality mark for the defensive and security sector”, the organization of evaluation and conformity centers come to defense and security products, and organize defense and security products, confirming the promotion of the reliability and efficiency of products and their competitiveness, which contributes to achieving sustainable development, supporting the national economy, and consolidating the position of the UAE The pioneer in defense and security industries according to the highest international standards.
Decision of Committee No. (14) of 2024 regarding the “adoption of the quality mark for the military and security sector” shall determine the form of the quality mark to license defense and security products, and the quality mark for licensing factories and companies, which all concerned authorities must adhere to the mark form and conditions and controls of their use.
The decision stipulates that the Secretary -General of the Council issues the conditions and controls of the use of the quality mark, related certificates and other decisions necessary to implement its provisions.
Resolution No. (15) of 2024 regarding “organizing evaluation and matching centers for military and security products” is required to all evaluation and conformity centers that are practicing their activities within the state, whether governmental and non -governmental, including free zones and the like, by registering with the Balance Council, according to For the requirements and procedures represented in submitting a request for a license to practice the evaluation activity and conform to the competent authority to organize economic activities in the relevant emirate, in accordance with the legislation and procedures in force, provided that the competent authority referred the request to the balance council to study and evaluate the extent of the center’s fulfillment of the requirements, and to decide on Request in accordance with the provisions of the decision.
The decision also determines the requirements and procedures related to the issuance of accreditation certificates, the duration of accreditation and renewal, in addition to practicing licensed activities after accreditation.
The decision addresses the requirements for conducting tests and conditions for licensing to practice the activity for evaluation and matching centers, in addition to amending the scope of licensed activities, and suspending or canceling the license to practice the activity.
The decision states that all the centers concerned with the provisions of this decision must reconcile their conditions in a manner consistent with its provisions within a period not exceeding a year from the date of its work.
Resolution No. (16) of 2024 regarding the organization of “military and security products” states that obtaining a certificate of conformity or declaration of disposal is a mandatory condition for disposal in the product; It is prohibited to import, export, manufacture, offer, sell, or store any product unless it has a conformity certificate or a permit to act, and meets the provisions of the applicable legislation, including this decision and decisions related to the product.
The balance council or one of the approved evaluation centers also takes over and studies the applications submitted by the provider to evaluate and match the product, and granting conformity certificates and quality mark in the event that the product is fulfilled by all requirements, in accordance with the conditions and procedures approved by a decision of the Secretary -General.
According to the decision, the Balance Council or its costs, and the competent authorities, monitor the product in the markets to verify its conformity with the standard specifications approved in accordance with the provisions of this decision. The decision also provides for the dependence of the Secretary -General of the Council the decisions necessary to adopt the standard specifications of military and security products.
The decision is determined that the provider must, according to the case, reconcile the conditions of the product within a period not exceeding one year from the date of the provisions of this decision, by submitting an application to evaluate and match the product to the council or one of the licensed evaluation and conformity centers.
