Putin must be brought to the negotiating table

US Secretary of State Marco Rubio said that peace cannot be achieved in Ukraine unless Russian President Vladimir Putin participated in the negotiations.
He pointed out that Trump is now “the only person on the face of the earth who has an opportunity to bring him to the negotiating table to know the conditions he accepts to end the war.”
“Perhaps their demands are what they want, and their demands may be unreasonable, we do not know, but we must bring them to the negotiating table.”

Access to an agreement

He added: “They may not want to reach an agreement either, we do not know, but we have not talked to them for three years, but they may want to reach an agreement.”
The US Secretary of State continued, saying that the goal is to know if there is a way to remove the Kremlin from the state of preparation for the war.
“What are the demands of the Russians? Under what conditions will the Russians be ready to stop this war?” Rubio asked.
He concluded his speech by saying that obtaining security guarantees “depends entirely on the existence of peace, and everyone talks about security guarantees to secure peace, but it is necessary to achieve peace first, and we do not even know whether peace is possible.”
