المملكة: Approving new training programs to enhance the efficiency of water use in the Kingdom

The National Center for Water efficiency and rationalization of the regulations for adopting training programs in the field of water efficiency and rationalization through the “reconnaissance” platform, with the aim of organizing the setting of procedures, standards, conditions and requirements for the approval of training programs, ensuring the achievement of high quality outputs.
The training programs offered by the center include multiple paths that include the water audit program in urban, agricultural, and industrial facilities, as well as a specialized program for designers and perpetrators of efficiency and rationalization of water consumption in various sectors, including urban facilities, agricultural, and transportation and distribution networks.

Requirement requirements

The center requires training authorities wishing to obtain accreditation to fulfill a set of basic requirements, which include licenses and official credits from the competent authorities, as well as providing a detailed description of the content and objectives of the proposed training programs, and a clear methodology for their development, in addition to determining the number of programs targeted annually and scheduling the dates of their implementation.
The form of certificates that will be granted to the trainees must be presented after passing the training programs, including basic data such as the training authority logo, the accreditation logo, the program name, and the completed training hours.
The center obliges training authorities to provide the necessary training facilities and resources, such as publications, training devices, electronic platforms for the programs implemented remotely, as well as the requirement of qualified trainers who hold a bachelor’s degree as a minimum, and sufficient experience in the training field.

The authorities are also required to provide clear procedures for monitoring, evaluation and dealing with complaints related to training programs.
Among the other requirements, the training authority must provide an electronic system for the courses and the data of the trainees and their results, allowing the linking and integration with the center’s electronic platform, in addition to providing a model for self -evaluation for the training program.
It is also required that the representative of the training entity signed on the request for accreditation be authorized as a system of signing, and bears all legal and administrative responsibilities related to the accreditation process in accordance with the regulations and policies approved by the center.
The training authority must pay the financial compensation specified for or renewing the accreditation, which amounts to ten thousand Saudi riyals, to cover the implementation of the approved training programs, and this financial compensation is due when receiving the completed application, and it is not entitled to its recovery in the event of rejecting the accreditation request.
The accreditation committee at the center shall review and check the applications of accreditation, and the training entity may require the completion of deficiencies or the submission of additional documents within a specific period of time, and in the event that the requirements are not met during the specified period, the center is entitled to consider the request as null.

The evaluation team at the center also visits the training authority to verify the fulfillment of accreditation criteria, review documents and meet with officials when needed.
After completing all the requirements, the training authority is granted the official accreditation, while emphasizing the failure to start implementing training programs or accepting the trainees except after obtaining the final approval.

Organizing work

Based on the recommendation of the accreditation committee, the CEO of the center can issue several decisions that include the accreditation granting, warning to the training authority in the event of slight violations, suspending the accreditation when the violations are continuing or the presence of a major defect that impedes the training process, or canceling it in the event that the violations are not corrected during the specified periods.
The training authority is obligated after obtaining the accreditation of work in accordance with the approved regulations and its executive rules, in addition to compliance with all the circulars and instructions issued in this regard.
All approved requirements must be achieved, adherence to the goals and content of training programs, to respond to the center’s inquiries during the specified time period, and to prepare periodic reports on the course of the training process upon request.

Among the responsibilities as well, the training authority must provide official channels that allow beneficiaries to submit notes and complaints, while committing to their processing within a period not exceeding 15 working days, and the center must be enabled to conduct supervisory visits to training programs, and refrain from implementing any unconfersed programs.
The center reserves the right to supervise the training authorities to ensure adherence to the provisions of the regulations, by verifying the validity of the data and reports submitted, and requesting any additional documents related to the entity and activities, and coordination with the relevant authorities. The center is also committed to the supervisory role to ensure the implementation of all provisions and procedures regulating the approval of training programs.
In the event that the training authority wants to renew the accreditation, it must be submitted at least three months before the accreditation period, provided that the application meets a set of conditions, such as the safety of the reports submitted, to adhere to all requirements and requirements, and not to commit fundamental violations, and the supervisory visits of any notes that affect the renewal renewal.
The renewal also requires a detailed statement of the training programs completed during the previous accreditation period.
In cases where compulsive circumstances affect the ability of the training authority to implement the approved programs, the center is obliged to inform it in writing within a period not exceeding five working days, to take appropriate measures in accordance with the approved regulations.
