Developing Dubai’s experience in controlling goods with international partners

In cooperation with the Federal Office for Economic Affairs and Export Control (BAFA) in Germany, the Security Industry Regulatory Foundation (Sira) organized a training workshop entitled “Control in Export and Imports on Created Goods”, within the framework of the ongoing efforts to develop the control and inspection system in the field of trade monitoring of goods with dual use.
The Foundation stated that the workshop was held over a period of four days, during the period from 7 to 10 April 2025, and a group of international experts participated in it, in the presence of employees from various sides in the Dubai government, which included Dubai Customs, the municipality, the Civil Aviation Authority and the Executive Office for Control and the Prohibition of Proliferation, and in the presence of the security industry employees.
She pointed out that this initiative is within the framework of the Foundation’s constant commitment to developing relations with the concerned authorities locally and internationally to benefit from them in strengthening the security system through cooperation with various departments, including, managing the commodities restricted to the institution, which is concerned with issuing permits for dangerous materials and goods with dual use in the Emirate of Dubai.
She pointed out that the workshop aims to enhance the technical and professional efficiency of the employees of the Dubai government specialized in the field, by enabling them to understand all procedures for controlling the goods with double use, applying practical models to simulate the reality of daily work, and building their capabilities in assessing requests in accordance with the internationally approved legal, technical and administrative standards.
The workshop also aimed to develop decision -making tools on licensing requests, promoting institutional coordination, and achieving compliance with the best governance practices, which contributes to raising the quality of supervisory work, and enhances the position of the Emirate of Dubai as a regional center for commercial and security compliance.
The workshop concluded with a comprehensive evaluation session, during which the most prominent results and observations of the participants were presented, and the proposals for future steps were discussed to enhance cooperation between the security industry and its international partners, with a focus on the importance of the continuation of practical and specialized training, and the expansion of exchanging experiences and practices between the authorities concerned with export control.
