المملكة: Approval of amending the white land fees system

At the beginning of the session; His Highness the Crown Prince, the Council of Ministers, briefed the content of his reception by King Abdullah II Bin Al -Hussein, King of the Hashemite Kingdom of Jordan, and the content of His Highness’s discussions with the Prime Minister of the Republic of India Narendra Modi.
Cabinet session
In this context, the Council praised the results reached by the (second) meeting of the Saudi -Indian Strategic Partnership Council, and the growing economic, commercial and investment relations between the two friendly countries, as well as seeking to enhance bilateral cooperation in other fields.
In his statement to the Saudi Press Agency after the session, the Minister of Information, Salman bin Youssef Al -Dossary, explained that the Council of Ministers dealt with the entirety of the Kingdom’s participation in regional and international meetings, and the most prominent efforts supporting teamwork aimed at addressing the current challenges, and achieving stability and prosperity around the world.
The Palestinian issue
The Council stressed that the security of the Middle East region requires speeding up to find a just and comprehensive solution to the Palestinian issue, in accordance with international legitimacy resolutions and the Arab Peace Initiative, and the establishment of an independent Palestinian state on the borders of 1967 AD with East Jerusalem as its capital.
The Council affirmed that the Kingdom’s continued efforts to accelerate the pace of recovery of the economy of the Syrian Arab Republic, again calling for regional and international financial institutions to resume its work and expand them in this brotherly country, and support the aspirations of its people towards a promising future of decent life.
The Kingdom’s vision 2030
And in the local affairs; The Council of Ministers expressed its appreciation for the efforts of government agencies that contributed to the achievements of (the Kingdom’s Vision 2030) as it approached in its ninth year to reach its major goals by achieving (93%) of the targets of national programs and strategies or exceeding them, according to the annual report of the vision of 2024 AD, looking forward to more successes, and continuing to progress and leadership at all levels.
The Minister of Information indicated that the council touched on what includes the third stage of (the Kingdom’s vision) in 2026 AD, from focusing on the sustainability of the impact of the transformation, and taking advantage of new growth opportunities, while following up and enhancing the ongoing initiatives, and alignment between plans and vision programs; The economy increases diversity and growth.
International indicators
The Council praised the outputs of the Saudi Statistical Forum held in Riyadh in conjunction with the passage of (65) years of establishing statistical work in the Kingdom, and with a qualitative leap in international indicators related to this sector and its role in sustainable development, raising the level of quality of services, and enhancing economic and social growth.
The members of the Council valued the generous donation provided by His Highness the Crown Prince to the National Development Housing Corporation in the amount of one billion riyals, within the framework of what God has – may God protect him – is constantly keen to enhance the decent life of citizens, and a continuous interest in the housing file and projects directed to provide adequate housing for families owed in various regions of the Kingdom.

The Council of Ministers reviewed the topics on its agenda, among them topics that the Shura Council participated in studying, as well as what was concluded by both the Council of Political and Security Affairs, Economic Affairs and Development, the General Committee of the Council of Ministers, and the Cabinet Experts Authority in its matter, and the Council has ended to the following:
Firstly:
Approval of the country’s host country agreement between the government of the Kingdom of Saudi Arabia and the International Criminal Police Organization (INTERPOL) regarding the establishment of an INTERPOL regional office for the Middle East and North Africa on the Kingdom’s lands.
secondly:
Approval of a memorandum of understanding between the Riyadh Municipality in the Kingdom of Saudi Arabia and the government of the city of Seoul in the Republic of Korea to cooperate in the city administration and its operation.
Third:
Approval of a memorandum of understanding between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Ministry of Energy and Mineral Resources in the Hashemite Kingdom of Jordan for cooperation in the field of mineral wealth.
Fourth:
Approval of a memorandum of understanding in the field of tourism between the Ministry of Tourism in the Kingdom of Saudi Arabia and the Ministry of Tourism in the Republic of Zambia.
Fifth:
Approval of a draft memorandum of understanding between the Ministry of Economy and Planning in the Kingdom of Saudi Arabia and the Observer Research Foundation in the Republic of India in the field of research and economic studies, and delegating His Excellency the Minister of Economy and Planning – or his representative – to sign it.
Sixth:
Approval of a memorandum of understanding for cooperation between the General Authority for Small and Medium Enterprises in the Kingdom of Saudi Arabia and the Labor Fund in the Kingdom of Bahrain in the field of developing the small and medium enterprises sector and startups.
Seventh:
Approval of a memorandum of understanding between the Zakat, Tax and Customs Authority in the Kingdom of Saudi Arabia and the General Directorate of Taxes in the Kingdom of Morocco for cooperation in the field of tax administration.
Eighth:
Approval of an agreement for mutual recognition of the programs of the economic operator accredited between the Zakat, Tax and Customs Authority in the Kingdom of Saudi Arabia and the customs authority in the Arab Republic of Egypt.
Ninth:
Approval of a memorandum of understanding between the Communications, Space and Technology Authority in the Kingdom of Saudi Arabia and the Telecommunications Regulatory Authority in the Republic of India.
Tenth:
Approval of a memorandum of understanding between the digital government in the Kingdom of Saudi Arabia and the Ministry of Digital Transition and Administration Reform in the Kingdom of Morocco for cooperation in the fields of digital government.
Eleven:
Approval of a memorandum of understanding between the National Meteorological Center in the Kingdom of Saudi Arabia and the Chinese Meteorological Department in the People’s Republic of China for Meteorological Cooperation.
twelfth:
Approval of a memorandum of understanding between the National Center for Documentation and Archives in the Kingdom of Saudi Arabia and the National Archives in the Republic of Indonesia in the field of archiving and record management.
Thirteenth:
Approval of amending the white land fees system.
Fourteenth:
Approval of the temporary and organizational guide to the Ministry of Investment.
Fifteen:
Amending the name (Saudi Society for Internal Auditors) to be the (Saudi Commission for Internal Auditors), and transfer the authority to issue licenses for the internal audit profession from the Ministry of Commerce to the Saudi Commission for Internal Auditors.
sixteenth:
Approval of the final accounts of the Jeddah Governorate Development Authority, and the General Competition Authority for previous two financial years.
Seventeenth:
Approval of promotions in the two ranks (fifteenth) and (fourteenth), and the two jobs (ambassador) and (commissioner minister), as follows:
– The promotion of Abdul Rahman bin Muhammad bin Abdullah Al -Hussein to the position of (First Business Adviser) at the (fifteenth rank) at the Ministry of Trade.
– The promotion of Badr bin Abdul Karim bin Muhammad Al -Shiha to the position of (Senior Legal Adviser) at the rank (fifteenth) at the Cabinet Experts Authority.
The promotion of Saad bin Hamad bin Sulaiman Al -Jabreen to the position of (Ambassador) at the Ministry of Foreign Affairs.
– Promotion of the following names to the position of (Minister Commissioner) at the Ministry of Foreign Affairs:
Abdullah bin Masir bin Saray bin Tawala.

– The promotion of Marzouq bin Misfer bin Ajyan Al-Awfi Al-Harbi to the position of (Secretary of the Council- Expert) at the rank (fourteenth) at the Ministry of Justice.
– The promotion of Saad bin Misfer bin Saad Al -Touq Al -Qarni to the position of (General Manager) at the (fourteenth rank) at the Ministry of Health.
– The promotion of Khalid bin Maabed bin Faten Al -Shatri Al -Mutairi to the position of (General Manager) at the (fourteenth rank) at the Ministry of Health.
The Council of Ministers also reviewed a number of general issues on its agenda, including annual reports of the Agricultural Development Fund, Umm Al -Qura University, and Prince Sattam bin Abdulaziz University, and the Council has taken what is necessary on these issues.
