The UAE enhances its strategic partnerships during the “Ukraine Reconstruction Conference” in Rome

The United Arab Emirates affirmed its firm commitment to supporting the reconstruction efforts in Ukraine and promoting strategic international cooperation, during its participation in the 2025 Ukraine Reconstruction Conference, which was held in Rome.

Reem bint Ibrahim Al Hashemi, the state delegation, headed the conference.

The governments of Italy and Ukraine hosted this year, which constitutes a pivotal platform to unify international efforts in support of the efforts of recovery, reconstruction and building the ability to withstand the long term in Ukraine.

The UAE welcomed the announcement of Poland’s hosting of the Ukraine Reconstruction Conference for 2026, stressing the importance of the continuation of these collective efforts.

In her speech, Al -Hashemi stated that the UAE participated in the conference, which was held last year, in Berlin, driven by a strong will, as this conference, which is held annually, presents an important opportunity to support continuity and enhance cooperation and efforts to recover internationally.

The UAE affirms its commitment to work in partnership with Ukraine, Italy and the international community to ensure the comprehensiveness and sustainability of recovery efforts, based on common humanitarian values.

The UAE stressed its firm commitment to support Ukraine, including providing important humanitarian assistance, and the establishment of 20 orphaned centers, in addition to the state’s mediation efforts to complete more than 15 prisoners exchanges that resulted in the reunification of more than 4,181 people with their families.

The UAE’s belief in Ukraine’s ability to withstand in the long run is reflected through its economic commitment, as it is the only country that has signed a comprehensive economic partnership agreement with Ukraine since the beginning of the conflict in February 2022.

Al -Hashemi concluded her speech by saying: “The recovery is not limited to us only for reconstruction, but also includes supporting the conditions that guarantee the long -term stability, including the restoration of trust, dignity and local empowerment.”

On the sidelines of the conference, Al -Hashemi met with the first lady of Ukraine, Olina Zellinska, where the UAE signed a new group of cooperative programs with the «Olina Zellinska Foundation».

These initiatives aim to provide psychological and social services, in addition to enhancing opportunities for access to education on a wider scale, and creating safe spaces for children affected by the conflict, embodying the UAE’s humanitarian approach that puts people at the heart of relief work.

The UAE has also entered into a three -party advertisement with Italy and Ukraine with the aim of enhancing the institutional capabilities of Ukraine and supporting small projects led by women.

The UAE and Italy separately also signed an announcement to enhance the support provided for children, adolescents and youth in Ukraine. This initiative aims to provide educational and psychological support, and to restore safe shelters in partnership with the Olina Zellinska Foundation and other humanitarian institutions.

Within the framework of strengthening their comprehensive development agenda, the UAE and Italy agreed to finance major projects jointly in Africa, as part of the “Mati Plan” and “Rome Operation” and includes the application of smart improvements in the climate field on the coffee sector in Ethiopia, and a program for resistance agriculture for climate change in the Zanzan region in Ivory Coast, in cooperation with the African Bank for Development and the International Fund for Agricultural Development (End).

A major agreement was also signed between the two private sectors in the UAE and Italy, which brought together the Data Center Company and the Italian Energy Group for Energy to develop a 500 -megawatled artificial intelligence technology complex in Lombardia. This complex will be operated using low -carbon energy known as “blue energy”, as this project comes within a broader strategic partnership that was announced during a state visit between the UAE and Italy earlier this year.
