It is noteworthy that the World Postal Union was established in 1874, based in Bern, Switzerland, the second oldest international organization in the world after the International Telecommunication Union “ITU”, and it coordinates mailing policies between member states, in addition to the global postal system, and on July 1, 1948 became a United Nations specialized agency.
