A joint statement of the foreign ministers of the UAE, Saudi Arabia, Egypt and America regarding the restoration of peace and security in Sudan

Abu Dhabi, September 13 / WAM / The quadruple group that includes the United Arab Emirates, the Arab Republic of Egypt, the Kingdom of Saudi Arabia, and the United States of America issued a joint statement after extensive consultations on the conflict in Sudan, which was held by the foreign ministers of the four countries at the invitation of the United States of America, in which they affirmed that this conflict caused the worst humanitarian crisis in the world, and that it constitutes great risks to regional peace and security.

The following text is a joint statement issued by the Quartet: the United Arab Emirates, the Arab Republic of Egypt, the Kingdom of Saudi Arabia, and the United States of America.

At the invitation of the United States of America, the foreign ministers of the UAE, the Kingdom of Saudi Arabia, the Arab Republic of Egypt, and the United States of America conducted extensive consultations on the conflict in Sudan, noting that it caused the worst humanitarian crisis in the world, and that it poses serious risks to regional peace and security.
The ministers have adhered to a set of common principles to end the conflict in Sudan:
First: Sudan’s sovereignty, unity, and territorial integrity is necessary for peace and stability.
Second: There is no military solution to the conflict, and the continuation of the current situation causes unacceptable suffering and risks to peace and security.
Third: All parties to the conflict must facilitate rapid and safe access to humanitarian aid without obstacles to all parts of Sudan, and through all the necessary methods, protecting civilians in accordance with international humanitarian law, and their obligations under the Jeddah Declaration, and refraining from air and land attacks on civil infrastructure.
Fourth: The future of Sudan’s rule is decided by the Sudanese people through a comprehensive transitional process that is transparent, and it is not subject to the control of any warrior party, and the ministers called for a humanitarian truce, for three months in an initial basis, to enable the rapid entry of humanitarian aid to all parts Towards the establishment of an independent government smoothly with a civilian leadership that enjoys a widespread legitimacy and responsibility, which is vital for Sudan’s long -term stability and preserving state institutions in it, that the future of Sudan cannot be dictated by violent extremist groups that belong or related to a documented in a documented manner to the Muslim Brotherhood, whose destabilization has led to fueling violence and instability throughout the region.
The ministers agreed to follow up the implementation of these timetables closely, and confirmed their willingness to make their good endeavors, and to carry out all the necessary efforts to ensure full implementation by the parties, including holding other meetings to discuss the upcoming steps.
Fifth: The external military support of the parties to the conflict in Sudan increases the severity of the conflict, prolonging its term and contributing to regional instability, and accordingly, ending external military support is a necessity to end the conflict.
In the context of their participation in supporting a peaceful solution in Sudan, the ministers also expressed the following obligations:
– Make all efforts to support a negotiating settlement of the conflict with the effective participation of the Sudanese Armed Forces and the Rapid Support Forces.
– Pressing all parties to the conflict to protect civilians, civil infrastructure, and to ensure humanitarian aid reaching the needy.
Create conditions that guarantee the security of the Red Sea region on a wider scale.
– Addressing the cross -border security threats from terrorist and extremist organizations, and the conditions that allow them to spread.
– Not to give way to the destabilizing regional and local parties to take advantage of the continued conflict in Sudan.
The ministers affirmed their commitment to restore peace and end the suffering of the Sudanese people, and their willingness to cooperate with African, Arab, Arab, and international institutions, and international partners to achieve these goals.
The ministers also discussed the urgent humanitarian needs and the requirements of early recovery, and stressed the need to continue to urge the international community to address these requirements and build on recent humanitarian meetings.
The ministers also confirmed their intention to continue the discussions, consultations and meetings at the ministerial levels and below the ministerial to enhance their coordinated efforts to support the end of the conflict in Sudan, including support for the establishment and implementation of a comprehensive and transparent transition.
To this end, the ministers expressed their support for the efforts made by the Kingdom of Saudi Arabia and the United States of America, through the Jeddah process to achieve a permanent ceasefire in Sudan, as well as for the efforts made by Egypt regarding the Forum of Sudanese Civil and Political Forces, whose first tour was held in Cairo during the month of July 2024.

The ministers agreed to continue their consultations in this regard during the Quartet Ministerial meeting in September 2025.
