"Dubai Strategy" A new road map to draw the features of the future of the global postal sector

Dubai, September 19 / WAM / The World Postal Union conference, which concluded its work today, was adopted by the union of the federation’s strategy for the period 2026-2029 under the name “Dubai Strategy”.
The Dubai Strategy will represent the new global road map to draw future features for the global postal sector, and consolidate its role in facilitating communication and promoting trade, in light of the accelerating transformations taking place in consumption patterns, logistical services, e -commerce and digital technologies around the world.
The United Arab Emirates hosted the work of the twenty -eighth session – Dubai 2025, over two weeks, between 8-19 September 2025.
According to a press release issued today, the “Dubai Strategy” embodies the common vision of member states towards building a more interconnected, inclusive and sustainable global community, through a smart and innovative postal network, capable of supporting economic and social growth and achieving the sustainable development goals.
The adoption of the new strategy came after consultative operations that are the largest in the history of the Federation, which included more than 2,200 participants from 192 countries and a wide range of actors in the public and private sectors, which strengthened the inclusiveness of the strategy and the depth of consensus.
The conclusion of the conference witnessed the assignment of the process of following up the implementation of the “Dubai Strategy” axes to the UAE, which will supervise its implementation through the “Dubai Action Plan”, as the President of the Administrative Council of the Federation for the next four years, which consists of 41 organic countries and is concerned with supervising the activities of the Federation and addressing organizational, administrative and legal issues, in a qualitative entitlement that reflects the confidence of the international community by its ability to lead change and stimulate global cooperation To ensure effective governance for the future of the global postal sector.
The state also won the membership of the Postal Operations Council in the World Postal Union for the 2026-2029 session by obtaining the support of 144 countries, in a new achievement that reflects its pioneering position on the international scene, after its election on the list of member states of the postal committee, which includes 48 out of 192 member states in the union.
The Postal Operations Council is the specialized technical body that supervises the development of operational policies and postal services, and works to unify standards, improve quality and enhance integration between postal networks around the world, which contributes to building a more efficient and sustainable international postal system.
His Excellency Badr Salim Sultan Al -Ulama, Chairman of the Board of Sven X 7X, said that the UAE’s election of the Member of the Postal Operations Council in the Global Postal Federation is a clear confirmation of its leadership and its ability to reformulate the future of postal and logistical services worldwide, as well as the organization of the twenty -eighth session of the conference in Dubai, in addition to the leadership of implementing the Dubai Strategy, the state’s commitment to support international compatibility in a way that contributes to enhancing communication and sustainability And efficiency.
He said that the new assignment headed by the administrative council of the Federation for the next four years gives us an influential voice in decision -making operations within the union, and allows us to direct the next stage of policies and technologies that will form the features of this vital sector.
He added, “Based on the vision of our wise leadership, we will continue to consolidate the UAE’s position as a global center to develop sustainable solutions and digital technology, and a reliable partner in the global postal union system.”
The conference witnessed the re -election of the Director General of the World Postal Union, Mashaiko Metoki, and his deputy, Marian Osfald, for a new term that extends for four years, which reflects the satisfaction of the member states of their performance during the last session, and its confidence in the continuity of the institution’s institutional development approach.
Mashaiko Metoki, General Manager of the World Postal Union, said that the conference constituted a moment of a milestone, during which we discussed challenges and prepared our role in a world that accelerates its change, and we renewed the affirmation of the common values that unite our path, expressing his gratitude to the government of the United Arab Emirates for its generous hosting of this prominent international forum, which brought together a group of decision makers in the postal sector.
Dubai Strategy for the period 2026-2029 is based on a comprehensive vision aimed at enhancing the commitment of member states to quality standards and expanding the scope of access to and consolidating an integrated global postal system through developing effective national organizational frameworks.
The new strategy also attaches special importance to accelerating the frequency of innovation and digital transformation through the development of new products and services centered on the needs of customers, responding to the changes of the e -commerce sector, and providing digital services through postal access points.
The strategy also aims to enhance cooperation, through capacity building at the regional level, expanding opportunities for technical cooperation, and activating the mechanisms of dialogue and partnerships between the various concerned authorities, which contributes to advancing the development of the postal sector globally.
By updating the regulatory frameworks, enhancing cross -border supply chains, and ensuring adherence to quality standards, the new strategy aims to activate the concept of “unified postal region”, as an integral framework that enhances coordination between member states within a disciplined and effective global system.
In his speech during the closing session, Tariq Al -Wahidi, President of the twenty -eighth Global Postal Union Conference and CEO of X 7X ships, confirmed that the Dubai Action Plan is a qualitative shift in the way the global postal post sector is working, as it allows member states to develop their services in line with their national priorities, and at the same time guarantees harmony of efforts at the international level, and we aspire during the next stage to build a more efficient and innovative postal network And sustainability, contributes to enabling trade, promoting digital integration, and raising the quality of life for societies.
Al -Wahidi suggested that the strategic results that we seek to achieve, through the presidency of the Administrative Council and the follow -up of the implementation of the action plan, is to build a postcard more instead of market needs, ensuring that quality, available, affordable, and sustainable services are provided.
He added, we will work to strengthen post -border post supply chains, stimulate innovation in products and services, and develop smooth and developed solutions around dealers.
He also stressed the endeavor to consolidate the sector’s role in supporting national economic and social goals, and the effective contribution to achieving sustainable development goals, by expanding partnerships, enhancing regional integration, and upgrading postal infrastructure through cooperation and technical assistance.
The strategy included indicators for measuring performance, including raising the percentage of countries that adopt organizational frameworks compatible with the union standards, increasing the number of postal access points annually, and the growth of operational revenues, and improving the performance of international services in line with quality standards, as well as enhancing integration between postal policies and national development plans.
The conference witnessed over the course of the convening of a large number of memoranda of understanding between member states, holding bilateral and multilateral meetings, and offering qualitative initiatives in the fields of governance, innovation and sustainability.
The UAE establishes its position as an active partner in leading the future of the global postal sector, and a major contributor to the formulation of the Federation’s vision for the coming years, enhancing its international presence, and embodying the conference slogan, “Leadership of Change for the Future Industry”.
