Hamdan bin Mohammed issues a decision to form the guideline committee to preserve the civilizational appearance of Dubai

According to the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God preserve him, that Dubai be the best, most beautiful, most promoted and civilized city in the world .. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense, and Chairman of the Executive Council of the Emirate of Dubai, issued a decision to form the “Guidance Committee to preserve the civilizational appearance of Dubai City” headed by His Excellency Muhammad Abdullah Al -Qarqawi.

According to the decision, the committee includes in its membership both: Chairman of the Supreme Committee for Urban Planning as Vice -President, Secretary -General of the Executive Council of the Emirate of Dubai, the Director General of the Office of His Highness the Crown Prince of Dubai, the Commander in Chief of Dubai Police, the Director General of the Department of Economy and Tourism in Dubai, and the Director General of Dubai Municipality.

Committee’s goals

The decision specified the goals of the committee, which includes: strengthening the efforts of the city and the concerned authorities in preserving the civilizational appearance, and supporting the city’s commitment to preserving its global position as a city characterized by its urban beauty and visual harmony, in line with the Dubai Urban Plan 2040, in addition to addressing the uncivilized phenomena that result in distortion and negative impact on the general appearance of the city.

The committee also aims to enhance the visual identity and improve the general appearance of the city, in a way that preserves the aesthetic and consistent urban character, and to ensure homogeneity of the civilizational appearance with the approved planning trends.

Committee’s terms of reference
The committee shall supervise the treatment and analysis of negative phenomena in the city that affects the civilizational appearance, and work to develop the necessary plans and strategies to contain, combat and limit these phenomena.

The decision stipulated that the committee be in order to achieve its goals to carry out the following tasks and powers: drawing the strategic trend and defining general policies to enhance positive behaviors that preserve the civilizational appearance, approve the plan necessary for the civilizational appearance of the city, define the necessary time frameworks for their implementation and the implementation authorities in coordination with the Supreme Committee for Urban Planning, and its submission to the Executive Council of the Emirate of Dubai to approve it, in addition to a review The evaluation of the outputs of the plan approved at each of its stages, and to raise the final outputs of this plan for the Supreme Committee for Urban Planning and the relevant government agencies to implement it, according to what is approved according to the legislation in force in this regard.

The Guidance Committee also specializes in preserving the civilizational appearance of Dubai to limit and classify non -civilizational phenomena affecting the general appearance of the city, directing the concerned authorities to launch the necessary surveys to ensure the comprehensive monitoring of these phenomena, setting appropriate solutions to address them, reviewing the roles of the concerned authorities in combating negative phenomena affecting the cultural appearance of the city, analyzing the causes that called for their emergence, and developing solutions And the recommendations that contribute to the elimination of these phenomena, by defining the roles and responsibilities assigned to each party concerned with each of these phenomena.

The committee also specializes in strategic supervision and follow -up of the implementation of the approved plan in accordance with the stages of implementation specified for it, including the adoption of the outputs and recommendations of each stage, in line with its temporal framework, and seeing the inspection and control system with the concerned authorities, and determining the requirements of their development to reduce the continuation of the uncivilized phenomena at the city level, and study the challenges and obstacles facing the concerned authorities in dealing with phenomena. Civilization, and directing these bodies to develop complementary plans that include quick and permanent solutions to address these phenomena.

The committee also specializes in following up on the concerned authorities related to the civilizational appearance of the city, for the purpose of providing the committee with the data it requires and related to the specializations of each party, as enables it to implement and accomplish the approved plan, and to develop the mechanisms and performance indicators to assess the progress and implementation of the approved plan, measure the change in the level of general behaviors, the effectiveness of the adopted campaigns and policies, and the extent of societal satisfaction with the appearance The civilization of the city, the determination of the concerned authority to monitor the results of these mechanisms and indicators and submit the necessary periodic reports in this regard to the committee, and direct the concerned authorities to analyze and measure the variables that contributed to the repetition of negative phenomena affecting the civilizational appearance, studying and analyzing them and planning to confront them and contain and develop indicators and signals that provide early warning to these negative phenomena, including intelligence techniques Artificial, as it contributes to fighting and eliminating negative phenomena.

The committee also specializes in proposing the resources and financial budget necessary to implement the plan approved in the short and long term in coordination with the Department of Finance in Dubai, forming sub -committees and work teams according to decisions issued by the Chairman of the Committee, according to which its tasks, powers and mechanisms are determined, and any other issues related to it, providing strategic support to the committees and sub -work teams, and working to overcome the challenges that may It arises when implementing the approved plan.

The decision obligated all the government agencies concerned with the civilizational appearance of the city in full cooperation with the committee and the sub -committees and its work teams, and to provide data, information, statistics, documents and studies that it requires on time and without any delay, which the committee deems necessary to implement and accomplish the approved plan, enable it to achieve its goals and perform the tasks entrusted to it under the provisions of this decision.
