In detail, the Ministry of Higher Education stated that each scholarship guarantees an employment opportunity with partner employers, after graduation and in accordance with what is stipulated in the signed agreement and taking into account the fulfillment of all specified conditions and standards. Scholarship students can also be nominated by partner employment agencies in accordance with the agreement signed with the Ministry, noting that there is a dedicated path for students accepted into universities ranked among the top 20 universities in the world, or among the top 20 universities in a specific specialty, which provides them with greater flexibility in choosing employers. In its response to the most frequently asked questions regarding scholarships, the Ministry explained on its website that registration for the scholarship program for citizen students for the spring of 2026 is open until the seventh of next November, and that students who have received a conditional university admission can apply for a scholarship using the conditional admission offer, provided that it includes all academic requirements and conditions for standard tests. However, the scholarship and final approval procedures will not be completed until all requirements are met and an updated, unconditional final letter of acceptance is submitted, noting that students enrolled (continuing studies) in one of the higher education institutions inside and outside the country may apply for a scholarship from the Ministry, with the importance of adhering to the announced conditions, including achieving a cumulative GPA of no less than 3.0, and submitting an approved evaluation from the target university to transfer hours.

The Ministry obligated students to submit a scholarship application with one university admission offer in each registration cycle, noting that the priority sectors for scholarship are energy, transportation, logistics, technology, engineering, health care, and finance, while obtaining a final, unconditional acceptance into a specialized medical or health program that does not require a foundation year, in addition to attending an interview with the partner agencies and relevant health care institutions as part of the final selection process, is required.

She pointed out that the selection of universities and programs takes place within the framework of the academic mission based on a set of criteria, including international academic classifications, the quality of the programs, and their suitability to the needs of the labor market, in addition to existing partnerships with employment agencies to ensure the best professional opportunities for graduates.

The Ministry stressed that applying for a scholarship through the Ministry’s website is free, and that scholarships are only available for full-time study programs, and do not include part-time study programs. Scholarship benefits include covering tuition fees, in addition to a monthly salary that contributes to covering basic living expenses, taking into account that the student will be required to pay university admission fees and reserve a seat for the institution in which he wishes to study outside the country.
