"Enhance" It awards a contract worth 7.34 billion dirhams to establish one of the largest factories "Polyvinyl chloride" Globally

Abu Dhabi, November 5, 2017 – Taziz announced today the award of a contract worth 7.34 billion dirhams ($1.99 billion). To carry out engineering, procurement and construction work to establish the first factory of its kind in the UAE to produce polyvinyl chloride, and one of the three largest factories in the world in one location, at the China National Chemical and Construction Engineering Company Limited (CC7).
This contract, which was announced during the ADIPEC 2025 exhibition and conference, represents an important step that supports the strategic role of “Taziz” in driving industrial growth, localizing supply chains, and enabling new value chains in the UAE.
It is planned that the factory, which is located within the “Taziz” industrial system in the Ruwais Industrial Zone, and is expected to be completed by the last quarter of 2028, will produce 1.9 million tons annually of “polyvinyl chloride,” “ethylene dichloride,” “vinyl chloride monomer,” and “caustic soda,” which can be marketed commercially.
These chemicals are essential for vital sectors such as construction, infrastructure, packaging and health care, and enjoy increasing demand within the country and globally.
Mishal Saud Al Kindi, CEO of Taziz, said that the award of this important contract represents a major development in the company’s journey towards establishing a world-class competitive system for chemicals and transitional fuels in the UAE. He explained that localizing the production of vital chemicals such as polyvinyl chloride and caustic soda contributes to supporting the flexibility of the local industrial sector, increasing the value of national content, providing new manufacturing opportunities in the fields of refining and petrochemicals, and providing long-term economic value to the country.
The award of this contract comes after Taziz recently awarded several contracts to carry out engineering, procurement and construction work for ammonia and methanol production facilities, which contributes to accelerating the development of the first phase of its industrial system, which will have a production capacity of 4.7 million tons annually, and which is planned to become one of the largest integrated chemical industry systems in the Gulf region.
When the polyvinyl chloride production plant begins its operation, it will contribute to consolidating the position of “Taziz” as a center for the production of polyvinyl chloride, ethylene dichloride, vinyl chloride monomer, and caustic soda. It is planned that the plant’s annual production of polyvinyl chloride will meet the needs of manufacturing water pipes for ten million homes.
The total contribution of the first phase of the “Enhancement” system to the national economy will reach 183 billion dirhams ($50 billion), in addition to providing up to 20,000 job opportunities in the construction field and six thousand in operational fields throughout the life of the project.
“Taziz” will also contribute to enabling local industrial companies to produce hundreds of new final products for the first time, supporting the growth of the industrial sector in the country and ADNOC’s ambition to become among the three largest global companies in the field of chemicals.
