- Saudi land and sea transportation crews while on international flights outside the Kingdom or while heading from the destination station to the place of residence or vice versa in the countries to which these flights arrive.

- Craftsmen who They practice their trades for themselves or in partnership with others based on a license issued by the competent authorities, such as blacksmiths, carpenters, plumbers, and the like.
- Workers outside the Kingdom who are not linked to a work relationship with an employer who has a head office inside the Kingdom.
- Saudis who work in foreign international, political, and military missions in the Kingdom who are not subject to the system compulsorily and in this case they are treated as the categories stipulated in Paragraph 4 of Article 4 of The system.
- Contributors whose compulsory contribution to the pension branch has ceased and no longer meet the conditions stipulated in the system.
