UAE Harvest 2025/ Laws and decisions that enhance government work and support the development process

Abu Dhabi, December 15 / WAM / During the year 2025, the UAE continued to modernize its legislative and regulatory system with a set of laws and decisions that translated its approach in enhancing the efficiency of government work and supporting the comprehensive development process.
The laws and decisions issued embodied the vision of the UAE to establish a flexible government model that anticipates changes and enhances readiness in various sectors, through policies based on governance, innovation and integration between federal and local institutions, in a way that supports the UAE’s position regionally and globally and achieves its aspirations towards a more prosperous and sustainable future.
The UAE government issued a federal decree-law to reorganize the civil defense apparatus, a federal decree-law amending some provisions of the Commercial Companies Law, aiming to enhance the competitiveness of the business environment and keeping pace with global economic transformations, a federal decree-law amending a number of provisions of the Civil Procedure Law, a federal decree-law amending some provisions of the federal decree-law regarding combating narcotic substances and psychotropic substances, and a federal decree-law amending some provisions of the federal decree-law regarding corporate and business tax (the Corporate and Business Tax Law).
The UAE witnessed the issuance of a federal decree law regarding the new Personal Status Law, which provides an integrated legal framework that enhances family stability and keeps pace with social developments through flexible provisions and facilitation of procedures.
The list of new decrees during the current year included a federal decree law establishing the National Drug Control Agency, a federal decree law establishing the Federal Ambulance and Civil Defense Authority, a federal decree law regarding the Central Bank and the regulation of financial and insurance facilities and activities in a step that enhances financial and supervisory stability, and a federal decree law regarding veterinary medical products and veterinary pharmaceutical facilities that aims to protect animal health and ensure food safety and public health.
Last June, the UAE announced ministerial changes that included the establishment of a new Ministry of Commerce, changing the name of the Ministry of Economy to become the Ministry of Economy and Tourism, and the national artificial intelligence system was approved as an advisory member in all government councils starting in January 2026.
At the level of government decisions, the Council of Ministers approved the issuance of a large number of decisions that enhance the efficiency of government work, including a decision regarding the organization of geospatial information, and a decision regarding the system of remote work from outside the country in the federal government. The Council approved the updated performance management system for federal government employees “Injazati.” It also adopted the executive regulations to regulate the legal professions and legal consultations… and many other executive regulations.
The UAE has enhanced its attractiveness as a preferred destination for living and working, as the Federal Authority for Identity, Citizenship, Customs and Ports Security issued a decision adding 4 new purposes to visit visas, and amending the time conditions and controls for a number of existing visas, with the aim of enhancing openness, attracting talent, and supporting economic diversification, especially in the fields of technology, artificial intelligence, entertainment, and tourism.
