Humaid bin Rashid issues a law regarding the disposal of the property and funds left behind in the Emirate of Ajman

Ajman, 4 March / WAM / His Highness Sheikh Humaid bin Rashid Al Nuaimi, Member of the Supreme Council and Ruler of Ajman, issued Law No. (2) of 2026 regarding the disposal of property and funds left behind in the Emirate of Ajman.
The law explained that it means money and movable things that may be legally possessed, and that have value in themselves or with their owner, and that their owner loses without intending to abandon them, and they are found in the emirate, and it does not include stray animals.
He also defined abandoned property as money and movable things that may be legally possessed, that have value in themselves, and that their owner or whoever has the legal right to possess them intended to abandon them, explicitly or implicitly, with the intention of abandoning them. This does not include stray animals.
The law specifies the tasks and powers of the Ajman Police, as it is responsible for receiving reports of the loss or finding of the property and money left in the emirate, receiving the property and the money left behind and storing it in a suitable place, announcing the existence of the property in the manner it deems appropriate, and estimating the expenses for preserving, advertising and disposing of the property.
Ajman Police is also responsible for creating special records in which the data and descriptions of the stolen property and the abandoned money are recorded, the date and time of finding or receiving it, the place where it was found or left, the information of the person who took it, and any other information specified by the police, and the disposition of the stolen property and the abandoned money, in accordance with the provisions of this law and the decisions issued pursuant to it, as well as seeking the assistance of any governmental or private entity to manage the operations of preserving, selling or disposing of the stolen property and the money left under this law.
According to the law, the taker is obligated to hand over the footage to the police within a period not exceeding (48) hours from the date of finding it unless the taker has an excuse acceptable to the police, and he is not permitted to dispose of it or possess it with the intention of ownership.
The person taking the shot is also obligated to cooperate with the Ajman Police to enable it to implement the provisions of the law, provided that the shot is received by the police according to a receipt report, which includes a description of the shot and its condition, information about the taker, the date and place of finding it, and any other data specified by the police.
According to the law, the owner of the snapshot has the right to recover it before disposing of it from the Ajman Police, and to claim its price within five years if it is sold by the police. If the snapshot is disposed of without compensation in accordance with the provisions of this law, then its owner has the right to trace it to the hands of others. The snapshot or its price if there are multiple claimants to its ownership shall be delivered to whomever the competent court decides upon with a final ruling.
According to the law, a lawsuit claiming the snapshot or its price shall not be heard, without excuse, after (15) years have passed from the date of its discovery. The snapshot or the price of its sale shall be delivered to its owner after he has paid the expenses of preserving it, advertising it, and selling it according to the discretion of the police.
The law stipulates that it is permissible to honor the person who took the picture and give him a certificate of thanks from the Ajman Police in appreciation of his honesty, or a financial reward or a gift in kind, which will be deducted from the value of the shot or from the price of its sale.
The law obliges all government agencies and private legal persons to cooperate with the Ajman Police, and to provide them with the necessary support and coordination with them to enable them to carry out the duties assigned to them under this law, the decisions issued pursuant to it, and the legislation in force in the emirate, including handing over the possessions and abandoned funds within their control within the specified dates in accordance with the provisions of this law.
The law also stipulates that the Commander-in-Chief shall issue the necessary regulatory decisions to implement the provisions of this law.
The law clarifies the cancellation of any text or provision contained in any other legislation to the extent that it conflicts with the provisions of this law.
This law shall be effective from the date of its issuance and shall be published in the Official Gazette.
