Hamdan bin Mohammed directs the inclusion of all personal and business services within a unified digital system within a year

In a step that embodies a historic shift in the digital transformation process in Dubai, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense, and Chairman of the Executive Council of the Emirate of Dubai, announced that the emirate has entered a new era towards a self-managed city with data and artificial intelligence, where systems are integrated, data is unified, and technologies work in harmony and intelligence to create a smoother, more proactive and safer life experience.
This came during His Highness’s visit to the Dubai Digital Authority, during which he stressed that what Digital Dubai is leading in partnership with government agencies does not only represent a technical transformation, but a strategic investment in the coming time, consolidating Dubai’s position as a global model in quality of life, and a city in which people feel security and reassurance as a continuous state and not an exception.
In the context of the visit, His Highness launched a number of pioneering strategic digital projects that constitute a qualitative leap in the complete transformation towards a city where technologies interact to facilitate people’s lives and enhance their happiness…as a global model for quality of life and a constant sense of security and safety.”
His Highness also reviewed the extent of progress in the general strategic path of digital transformation, for which Digital Dubai is responsible as the enabling body in this field, relying on its two affiliated institutions, which are the Dubai Digital Government Establishment and the Dubai Data and Statistics Corporation.

His Highness directed government agencies in Dubai to include all services for individuals and businesses within the system of joint digital channels within one year, to provide them through unified and specialized platforms that reduce time and effort. His Highness also directed the Dubai Digital Authority to assume responsibility for coordination with all departments and institutions in the emirate to follow up on implementation and achieve the required integration.

His Highness said: “The development process in Dubai does not stop… no matter the challenges… and no matter how circumstances change. Continuous development is our approach, excellence is our standard, and the future is our destination. What we ask for today… is what we have always been accustomed to: to be the fastest… the best… and the closest to the people.”

A qualitative leap in Dubai’s journey
Hamad Obaid Al Mansouri, Director General of Digital Dubai, confirmed that what was inaugurated by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense, and Chairman of the Executive Council of the Emirate of Dubai, during his visit embodies an advanced qualitative shift in Dubai’s journey towards establishing a pioneering model for the digital city, where technologies no longer work as separate solutions, but rather have become part of an integrated smart system that sees, thinks, and moves consciously to serve people and enhance the quality of their lives.

Al Mansouri said: “The visit of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum reflects the continued interest of our wise leadership in enabling the digital transformation system and enhancing Dubai’s readiness for the future. This constitutes an essential pillar towards consolidating Dubai’s position as a global model in government innovation. We at Digital Dubai, as we lead this transformation in partnership with all parties, will continue to work to build a unified digital architecture in which systems are integrated, data is interconnected, and artificial intelligence is employed.” “As an effective element within a comprehensive equation that supports proactiveness in government work, enhances levels of security and safety, and ensures the highest levels of happiness for Dubai’s residents, this system aims not only to raise operational efficiency, but also to establish a humane urban model that makes technology a tool to protect and serve people, and a basic pillar in building a more prepared and sustainable city for the future.”

Data enhances security in Dubai
His Highness also reviewed major projects that are considered an official reference for the emirate’s data, which were developed by the Dubai Data and Statistics Corporation, affiliated with Digital Dubai, which is a qualitative step towards transforming data and statistics into a knowledge and economic resource available to everyone. These projects combine open data and intelligent analysis supported by generative artificial intelligence, making access to information an easy and immediate experience. It is considered the central and first address for those searching for city data, noting that its data content is steadily increasing with the addition of other entities from the government and private sectors.
An advanced system to enhance the use of artificial intelligence
His Highness also viewed projects that serve as an integrated platform to lead the transformation based on data and artificial intelligence at the Dubai government level, by employing advanced data and expertise to support decision-making and enhance integration between government agencies. Which in turn aims to establish a comprehensive government model based on artificial intelligence, so that government performance in Dubai becomes 100% data-based, supported by an advanced architecture that includes artificial intelligence accelerators, and a bank of algorithms that includes production-ready machine learning models, documented according to the highest standards to ensure quality, consistency, and scalability.
This government model provides secure and expandable experimental environments on demand, enabling government agencies to develop and test models and use cases of artificial intelligence with high efficiency, enhancing innovation while maintaining compliance, data privacy, and operational governance. It aims to achieve a tangible economic and cognitive impact, by supporting the growth of the gross domestic product by more than 10 billion dirhams within two years of starting operation, and enhancing Dubai’s position among the top 10 cities in the world in terms of government readiness for artificial intelligence. These experimental environments also contribute to enabling at least 80% of government policies and strategies to rely on data supported by artificial intelligence, in addition to developing the capabilities of government leaders, so as to enhance 100% of their knowledge and skills in the fields of artificial intelligence and advanced analytics.

For his part, Younis Al Nasser, CEO of the Dubai Data and Statistics Corporation, said: “Data today has become a major driver of economic growth and shaping the future of cities. Dubai is one of the pioneering cities in transforming data into a strategic asset that contributes to enabling a more competitive and sustainable digital economy, and supports the goals of the Dubai Economic Agenda D33.
He added: “The projects that His Highness reviewed embody this trend, as data moves from being an analysis tool to an integrated system to support proactive decision-making, enhance the efficiency of urban planning, and consolidate security and quality of life, thus enhancing Dubai’s position as one of the best cities in the world for living, working, and investing.” Pointing out that the integration of data supported by artificial intelligence at the city level opens new horizons for creating added economic value, improving sector productivity, and anticipating future opportunities, thus establishing Dubai’s leadership as a global model in employing data to serve humanity.

Techniques that focus on being proactive in understanding human needs
Among the projects that His Highness reviewed was the CIVA project, which embodies the capabilities of national competencies for internal development and innovation of advanced solutions that match the latest global systems in the field of digital city management. The project reflects a high level of technical integration, as it relies on an advanced digital structure to analyze various data, understand urban patterns, and measure vital indicators related to the city’s movement and quality of life, which contributes to supporting decision-making and enhancing the efficiency of services.
The system is distinguished by its ability to deal with multiple data and visuals in real time, and transform them into practical insights that enable the competent authorities to respond quickly and effectively to various situations, such as the level of government services, dealing with emergency cases in public facilities, or improving the flow of movement in vital sites. This project confirms Dubai’s position as a leading global center in developing and implementing the latest digital city solutions, with local efforts and expertise capable of competing at the international level.
His Highness was also briefed on the projects of artificial intelligence agents (Agentic AI), which is an advanced interactive system that enables users to communicate directly with an intelligent agent through natural conversational interfaces, to request and implement government services smoothly and immediately. The project relies on generative artificial intelligence techniques and intelligent agents that are able to understand requests and take the necessary actions independently.
Also, His Highness was briefed on projects that embody the practical application of the Internet of Things in the digital city. This project includes a smart sensor system that is characterized by interconnectedness and integration at the city level, which detects any unusual phenomenon, such as monitoring smoke and fires, and then sends immediate alerts directly to the concerned authorities, such as civil defense, in a way that enhances levels of safety, preparedness, and response.

Government resource planning
His Highness also reviewed the second generation government resources systems project, a joint project between Digital Dubai, the Department of Finance, and the Dubai Government Human Resources Department, in a strategic step aimed at enhancing government integration, raising the efficiency and productivity of entities, and meeting their future needs, by adopting the latest emerging technologies, most notably artificial intelligence, within a system of joint systems.
The project includes a package of developed and updated systems in the fields of finance, human resources, payroll, procurement and contracts, in addition to the management and maintenance of assets and property, within a modern framework that reflects the new generation of government resource systems, supports the building of a more integrated and flexible operational model, and aims to raise the efficiency of government operations, contribute to improving planning and decision-making processes, and provide a smoother and more integrated experience for employees and customers.
In turn, Matar Al-Humairi, CEO of the Dubai Digital Government Foundation, commented on the launch of these projects, saying: “The government’s readiness for the future is based on integration before technology, and on unifying policies and platforms before multiplying solutions. What we are witnessing today is a future model of a government that works as a single system, supported by a unified digital structure and smart systems that raise efficiency and accelerate achievement.
All of these projects embody Dubai’s ambitious vision to consolidate its position as a world-leading digital city. Digital transformation contributes 100 billion dirhams annually to its economy and comes in line with the goals of Dubai’s D33 Economic Agenda and achieving a city based on employing advanced technology, data, and artificial intelligence in the service of humanity, enhancing the quality of life, and raising the efficiency of government work, in line with the aspirations of the wise leadership towards a more innovative and sustainable future.
