The regulation stipulates the formation of a Board of Directors for the Center headed by the Minister, with the membership of a number of officials, including the Minister of Economy and Planning, the Secretary of the Strategic Committee of the Council of Economic and Development Affairs, and the Secretary of the Finance Committee of the Royal Court, in addition to the CEO of the Center.

The Council is responsible for supervising the management of the Center’s affairs and taking the necessary decisions to achieve its objectives, including It includes approving policies and plans, approving financial and administrative regulations, and approving the annual budget, final account, and periodic reports.

The Board has the authority to approve agreements and contracts, form committees, and request data from government agencies, in addition to establishing branches or offices for the Center, and appointing an external auditor and an internal financial controller.

Flexible work mechanisms and periodic meetings

The organization specifies the work mechanism of the Board of Directors, as it holds its meetings at least once every three months, with the possibility of holding additional meetings when Necessity, and the validity of the meetings requires the presence of a majority, provided that decisions are issued by a majority of votes.

The CEO is responsible for contracting with advisory bodies, appointing employees, following up on the implementation of the Council’s decisions, and representing the Center before judicial and governmental authorities, in addition to submitting periodic reports and proposals related to non-oil revenues.

Diverse financial resources and a disciplined financial system

The organization has specified the sources of funding for the Center, which include the appropriations allocated to it in the state’s general budget, in addition to gifts, donations, grants, and royalties. Endowments, and any other resources approved by the Board of Directors in a manner that does not conflict with the regulations.

It also stipulated that all revenues be deposited through the “Irad” platform in the unified treasury account at the Central Bank of Saudi Arabia, with the possibility of opening additional accounts in accordance with the approved controls.

Independent budget and periodic reports for the leadership

The organization confirmed that the center has an independent annual budget, consistent with the state’s general budget arrangements, and that its fiscal year coincides with the state’s fiscal year.

The Center is subject to financial oversight by appointing an external auditor to audit accounts and transactions, in addition to the presence of an internal financial controller, in order to enhance transparency. And financial discipline.
