"Institute of Technological Innovation" Founding partner in establishing a new global standard for verifiable AI that is resistant to quantum computing

Abu Dhabi – San Francisco, June 24 / WAM / Yesterday, during its participation in the Confidential Computing Summit held in San Francisco, OPAQUE announced the launch of the new version “OPAQUE 3.0”, which provides advanced capabilities that allow organizations to create verifiable cryptographic evidence that explains how their artificial intelligence systems work.
The Technology Innovation Institute, the applied research arm of the Advanced Technology Research Council in Abu Dhabi, is one of the founding partners of the open standard on which this release is based, and has also contributed to the development of post-quantum encryption techniques, which constitute one of the basic pillars of its security system.
Advanced AI systems are increasingly performing autonomous tasks, as AI agents, systems that operate at breakneck speeds across enterprise infrastructures, are now directly handling highly sensitive data, including health records, financial data, and classified intelligence. In such environments, trust based on promises or assumptions is no longer sufficient. Institutions, especially government agencies, now need practical and documented proof of how their artificial intelligence systems work, and to ensure that the controls and policies governing them are actually implemented.
At the country level, the issue is related to the concept of digital sovereignty. That is, the ability to independently verify AI governance mechanisms without relying on assurances or guarantees provided by external parties.
OPAQUE 3.0 comes to address this challenge directly, as every action carried out by the AI system is governed by a set of rules applied at the hardware level, while creating an audit trail that is tamper-resistant and subject to independent verification, enabling regulators, auditors, and customers to ensure the validity and reliability of processes.
On June 22, 2026, the United States issued Executive Orders requiring the transition to quantum computing-resistant encryption techniques in federal systems, and strengthening coordination with allies and partners in the field of quantum security. This trend reflects the fact that readiness for the quantum age is now at the core of the national strategies of technologically leading countries.
For the United Arab Emirates, whose partnership in the field of advanced technologies with the United States has witnessed growing momentum within the framework of the Emirati-American Partnership to Accelerate Artificial Intelligence signed in 2025, this step confirms the importance of joint work to protect artificial intelligence systems and vital data from the threats associated with the era of quantum computing, while at the same time preserving national sovereignty in managing this protection and its governance mechanisms.
The most prominent advantages of this version lie in the comprehensive scope of protection it provides. It secures AI systems across their life cycle, from model training through deployment and operation, to autonomous agents actually running in production environments, while incorporating post-quantum cryptographic techniques designed to maintain their effectiveness in the face of future quantum computing capabilities, which are expected to have the potential to break many cryptographic systems currently in use.
According to OPAQUE, no other platform currently exists that combines this level of integrated capabilities within a single framework.
Ion Stoica, co-founder of OPAQUE, said that the future of artificial intelligence depends on enabling organizations to benefit from data that could not be used previously. Most organizations possess huge amounts of sensitive data that are difficult to employ due to their critical nature, and at the same time their great value cannot be ignored.

This contribution is in line with the directions of the National Cryptography Policy in the UAE, which calls for the adoption of post-quantum cryptography at the national level, and artificial intelligence systems are considered among the vital infrastructure whose readiness and readiness for this strategic shift should be assessed.
For her part, Dr. Najwa Al-Araj, CEO of the Technological Innovation Institute, said that sovereignty in the era of artificial intelligence has become measured by the ability to verify, and not by the element of trust alone. Open and transparent standards enable institutions and countries to independently verify the governance mechanisms of artificial intelligence systems, while post-quantum encryption ensures the sustainability of this trust and its protection from future security threats.
This launch represents a new step within a long-term strategic national vision.
Earlier this year, OPAQUE acquired an artificial intelligence encryption technology developed by the Technology Innovation Institute, before it was published on a global scale, in a precedent of its kind for a major American technology company to adopt a technology developed in the United Arab Emirates with this level of spread and adoption.
With the launch of “OPAQUE 3.0”, the Technology Innovation Institute is today contributing to the development of the open global standard that sets out reference frameworks for building trust and verification in artificial intelligence systems in organizations around the world.
“OPAQUE 3.0” was announced yesterday during the Confidential Computing Summit, and will become available for public use starting in July 2026. This standard is being released in an open format, in conjunction with the announcement of the coalition of founding partners participating in its launch.
