المملكة: Car rental regulations: 1,000 riyals fine for “child seat” and 5,000 maximum penalty

The Public Transport Authority has proposed several amendments to the regulations governing car rental activity and rental brokers, the most prominent of which is that the operational age of cars used in car rental activity should not exceed 5 years from the date of the year of manufacture, and it is permissible, by decision of the Chairman of the Authority, to increase the minimum operational age for cars that run on clean energy.
The Authority will punish violators of the regulation with a maximum fine of 5,000 riyals in the event that the facility licensed to practice car rental activity rents a car that is not subject to the specifications and conditions of the provisions of the regulation, or does not provide the Authority with urgent information and data according to the specified period, or practices the car rental activity or is a rental broker with a license. expired, or the facility licensed to practice car rental activity rents a car with a canceled operating card.”

A fine

The Authority imposes a fine on violators of up to 4,000 riyals in the event that the facility submits a renewal application and fulfills all its conditions within a period of “90” days from the expiration of the license, and does not issue the contract through the electronic system specified by the Authority.
Violators will pay a fine of up to 3,000 riyals if the facility licensed to practice car rental activity rents a car with a driver, or on an hourly basis, if the approved evaluation for it according to the service measurement points does not allow it to do so, or does not provide the Authority with information and other data according to the specified period. Or not considering the date and time of reporting the theft of the car as the end of the rental contract, when there is evidence of reporting the theft from the competent authorities, or not clarifying the necessary means of communication for complaints, inquiries and reports through electronic channels, or not adhering to the reservation or Booking details through electronic channels.

Additional papers

The same previous fine applies if the lessee signs any additional papers other than the contract for the purpose of leasing, or “failures to adhere to any of the controls or obligations related to the operation of the commercial franchise model in the car rental activity.”
A fine of two thousand riyals will apply if the facility licensed to practice the activity does not assess the damage to the car by an appraisal body accredited by the Saudi Authority for Accredited Residents in the event of a dispute over the damage estimate, or the facility recovers or stops the car without referring to the competent authority, or the facility does not commit to returning the vehicle. Amounts paid in advance through electronic channels, or failure to verify the accuracy of the requirements, data or information included in the contract. “

Rental conditions, the most important of which is a child seat

The Authority will fine violators one thousand riyals in the event that a safety seat designated for children is not provided or the user does not verify that the rental conditions are consistent before completing the reservation through electronic channels, or if the facility licensed to practice car rental activity rents the car with a fuel tank of less than a quarter.
A fine of 500 riyals will be imposed in the event that there is no clear policy for prices, or for canceling and amending the reservation through electronic channels, or for placing a copy of the approved evaluation according to the service measurement points, in a place visible to everyone in the main activity center or any of its branches.
